HomeMy WebLinkAboutMINUTES - 05211985 - 1.38 TO: BOARD OF SUPERVISORS Contra FROM: Phil Batchelor, County Administrator Costa .DATE: May 14, 1985 County ' SUBJECT: Legislation: AB 562 (Alatorre)x SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• Adopt a position of opposition to AB 562 which would eliminate the requirement that one aspect of the funding formula for federal and state funds for the aging include a hold harmless" factor guaranteeing that no area in the State shall have its funds reduced below the 1984-1985 level. BACKGROUND: Legislation enacted in 1984 , to be effective January 1 , 1985 , included a provision holding all Area Agencies on Aging harmless from any funding reductions below the 1984-1985 level. AB 562 would eliminate this hold harmless language. According to the Health Services Department, Contra Costa County and 16 of the other 33 areas in the County would lose funds.. If AB 562 were passed, Contra Costa County' s Older Americans Act programs, including the Nutrition Project for the Elderly, would receive funding cuts of 20% or more. Such a funding cut would result in the reduction in congregate meal programs of 94,000 meals annually, and a reduction in the home-delivered meals program of 22,000 meals annually. Based on the extreme detrimental impact that this legislation would have on Contra Costa County, the Health Services Department has recommended that the Board oppose AB 562 , and this office concurs in that recommendation.
