SUBJECT: Joint Meeting with the County Board of Education
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Authorize the County Administrator, working in cooperation
with the Superintendent of Schools, to schedule a joint
meeting of the Board of Supervisors and the County Board of
Education for sometime early in the fall after school
reopens to discuss the growing concern over the crisis which
is occurring in our communities relating to a broad range of
human services issues.
2. Appoint one member of the Board of Supervisors to work with
the County Administrator in formulating the agenda for the
meeting with the County .Board of Education.
BACKGROUND:
As the members of the Board of Supervisors know all too well, we
are confronting a crisis in the community in this County and
throughout the State and nation. This is evident from the
increase in drug abuse among our children; from the increased use
of alcoholism treatment facilities ; from the increased
utilization of mental health facilities; from the increases in
reported cases of child abuse, and the overcrowding in the jail
and elsewhere throughout the criminal justice system. These are
.symptoms of an underlying problem which has been described by
some experts as being caused by the breakdown in the family, the
increased divorce rates, the increasing number of families in
which both parents work, and other similar factors.
County government continues to focus most of its energy on
treating these symptoms rather than trying to identify and attack
the underlying problem. School officials are equally aware of
these problems and are equally frustrated with how to solve the
problem rather than simply continue to deal with the symptoms.
I am, therefore, recommending that the Board of Supervisors agree
to co-sponsor with the County Board of Education ,a workshop or
public hearing on "The Crisis in our Community" . Experts
knowledgeable in both the prevention of problems and in the
solution to the existing crisis should be asked to provide

testimony and to make recommendations for actions which the Board
of Supervisors and/or the County Board of Education can take to
resolve this crisis. A date early in the fall after school has
reconvened would provide time over the summer to carefully plan
the agenda for the meeting, adequately publicize it, and insure
that the appropriate speakers are available. In this way, we may
be able to make an initial step at at least identifying the
elements of a-plan for attacking the root causes of the problem, t
which is currently overwhelming the school system, as well as
many County departments and programs. I
I have discussed this proposal with the County Superintendent of
Schools, who joins me in endorsing these recommendations.
