HomeMy WebLinkAboutMINUTES - 05141985 - W.2 Contra T0: BOARD OF SUPERVISORS Costa County FROM: WATER COMMITTEE DATE: MAY 6, 1985 SUBJECT: WATER COMMITTEE REPORT ON LEGISLATION Specific Requests or Recommendations & Background & Justification RECOMMENDATION 1. The Board of Supervisors, as Governing Board of the Contra Costa County Water Agency, take the following positions on the legislation listed below: SB 400 - Fisheries Restoration (4/8/85) - Support SB 805 - Wildlife and Natural Areas Conservation: Bond Issue (4/16/85) - Support SCA 17 - Water Resources Development (2/18/85) - Support 2. The Board authorize the Chair to sign .a letter to Assemblyman Steven Peace regarding AB 955 - Delta Levee Failure Plan, to communicate that Delta interests should be represented on any task force or committee created by the bill and that Supervisor Torlakson is available to represent Contra Costa County. 3. The Board authorize the Chairwoman to sign a letter to Assemblyman Isenberg supporting the introduction of a bill to relocate the Contra Costa Canal to the State Water Project facilities at Clifton Court Forebay. FINANCIAL IMPACT No direct financial impact to County. REASONS FOR RECOMMENDATION/BACKGROUND 1. The Water Committee, at its meeting of May 6, 1985, considered each of the proposed legislative bills and examined the rationale that justified the above stated positions for consistency with the County's established water policy. Attached is the report prepared on each of the bills. 2. Assembly Bill 955, introduced by Assemblyman Peace, calls for the development of a Delta Levee Failure Plan to be invoked should there be a Delta levee failure such as from an earthquake. It is appropriate that in the development of such a plan, Delta interests should be involved. Supervisor Torlakson represented Contra Costa County on the Delta Emergency Task Force and has stated his willingness to serve on a committee or task force which may be established to develop a Delta Levee Failure Plan as specified in AB 955. 3. Assemblyman Philip Isenberg has sent a letter to the County requesting comments on the idea of introducing legislation to relocate the Contra Costa Canal to the State Water Project facilities at Clifton Court Forebay. Relocating the Canal would improve the quality of water for people served by the Contra Costa Canal. The Board has supported efforts in the past to relocate the Contra Costa Canal . It is appropriate to send a letter to Assemblyman Isenberg stating the Board's support for the proposed legislation. 2
