THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on May 1.4, 1985 , by the following vote:
AYES: Supervisors Powers , McPeak , Torlakson and F.anden
NOES: Supervisor Schroder
ASSENT: None
ABSTAIN: None
SUBJECT: Proposed Amedment to the General Plan for the Bogue Ranch,
Alamo Area. Woodhill Development , owner and applicant .
The Board on April 30 , 1985 deferred to this date and time
its decision on the recommendation of the San Ramon Valley Area
Planning Commission with respect to the proposed amendment to the
land use, scenic routes , circulation, recreation and open space and
conservation elements of the County General Plan for property known
as the Bogue Ranch, consisting of approximately 441 acres , located
at the terminus of Miranda Avenue and esterly of Livorna Road in the
Alamo area, Woodhill Development Company, owner and applicant .
Supervisor Schroder advised that Board members had
received additional information from various homeowers associations ,
including the Vernal Area Homeowners Assciation; and had received a
May 10 , 1985 letter from Me,. Sanford M. Skaggs , attorney for the
Woodhill Development Company , reaffirming his testimony of April 30,
1985 , supporting the staff recommendation that the general plan
designation for the subject property be amended to designate 130
acres , more or less , as Low Density Single Family Residential (one
to three units per acre) ; which differed from the applicant' s origi
nal request and stating that such action would be a significant step
towards making the remainder of the 441 acre Bogue Ranch (311 acres)
publicly owned permanent open space .
Harvey Bragdon, Assistant Director of Planning, presented
a brief report , prepared in response to the Board' s request , on the
use of density transfer by the cities of Walnut Creek and Concord
and in the unincorporated area of the County.
Supervisor Schroder commented that with the full realiza-
tion that off-sight improvements and roads and streets and storm
drainage would be required to mitigate concerns , the community of
Alamo is saying they want traditional single-family homes on larger
lots , and the community feels that there is no overwhelming advan-
tage to add 311 acres to the East Bay Regional Park District , and
since the application is basically against the wishes of the resi-
dents of Alamo, he felt compelled to recommend against the general
plan amendment , and so moved „ The motion died for lack of a
second .
Board members thereupon discussed and considered the evi-
dence presented during the public hearing and determined that this
project provided an opportunity to achieve a significant addition to
the public open space which would benefit the entire community,
noting that the proposed general plan designation is compatible with
the surrounding area, and that the proposal will allow flexibility
in planning to achieve the housing goals of the plan without
intruding on the development pattern and lifestyle of the residents
of Alamo.
The Board hereby DECLARES its intent to amend the general
plan and instructs the staff to prepare the environmental findings for
board consideration and to prepare , for the Board's approval ,
findings for approval of the General Plan Amendment in accordance
with the staff' s recommendation, limiting the Single Family
Residential designation for a maximum of approximately 130 acres .
