HomeMy WebLinkAboutMINUTES - 05141985 - T.16 T . 16 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on May 14, 1985 , by the following vote: AYES: Supervisors Powers , Schroder, McPeak, Torlakson and Fanden NOES: None ABSENT: None ABSTAIN: None SUBJECT: Application before the California Energy Commission of Pacific Thermonetics, Inc. and C & H Sugar for energy cogeneration plant in Crockett . This being the time for Board consideration of the appli- cation before the California Energy Commission of Pacific Thermonetics, Inc. and C & H Sugar for an energy cogeneration plant to be constructed in the Crockett area; Jim Cutler, Chief of Comprehensive Planning, Community Development Department , commented that the Board has no direct jurisdiction in the above matter, but that the California Energy Commission is sensitive to the Board's position. Mr. Cutler further commented that much correspondence has been received from the com- munity requesting that the Board take certain actions with respect to the plan. Mr. Cutler advised that in response to Board members request, he had prepared an informational report on the proposed Crockett Cogeneration Plant and submitted the following recommen- dations for the Board's consideration% -Oppose the PTI application as currently proposed before the California Energy Commission. Direct the County Planning Commission to initiate public hearings on textual changes to the Crockett Area General Plan. -Direct the staff to prepare a report and schedule for hearing changes to the county zoning ordianee to add land use permit authority for new industrial uses within industrial zoning district. -Commit support to C & H that after the resolution of this PTI application, that the County will assist in trying to find other solutions to its energy concerns . -Confirm his intervenor statuswith the California Energy Commission on behalf of the County. The Chair announced that the Board at this time would take public testimony on the proposal and the following persons appeared in support of the current proposal: Neill Pennington, 830 Loring Avenue, Crockett, Vice President of C & H Sugar James D. Wiggens, 99 Peter Coults Circle,. Stanford, CA 94305 , a principal in a firm specializing in siting power plants Gerald E. Anderson, 101 Lucas Valley Road, San Rafael , representing Systems Applications , Inc.', specialist in systems applications and air quality studies The following persons appeared in opposition to the pro- posed cogeneration plant: Walter J. Levin, 1535 Francis Avenue, Crockett Richard Pagni , 385 Winslow, Crockett Douglas Tubb, 515 Winslow, Crockett , Chairman of the Crockett Power Plant Committee Alan Brasesco, 342 Edwards Street , Crockett , representing the Crockett Improvement Association Ruth Blakeney, 549 Loring Avenue, Crockett , member of the Crockett Improvement Association and the Crockett Chamber .of Commerce Edward Denton, 136 Alexander Avenue , Crockett Jay Gynkelman, 422 Jackson, Crockett, member of the Contra Costa County Clean Air Task Force Marge Tacconi , 505 Loring Avenue, Crockett, who submitted a letter from the Crockett Chamber of Commerce Mary Moutinho, 515 Loring Avenue, Crockett, member of the Power Plant Committee Scott Farmer, 26 Woodward Court, Crockett The following requested the Board to defer action until further studies are made and more information is available: George Deason, 11 Emerson Avenue , Crockett Dan White , 160 Rolph Park Drive, Crockett T. J. Nelson, 25 Emerson Avenue, Crockett The Chairwoman noted that it was past 6: 30 p.m. and at least 20 more people wished to speak, and the Board members discussed continuing the matter to a future date.
