SUBJECT: Amendment of Specific Plan
Pleasant Hill BART Station Area
The Contra Costa County Planning Commission has filed wi.th
this Board its findings and recommendations for the amendment of the
Specific Plan for the Pleasant Hill BART Station area.
The Board this day held a hearing on said amendment to the
Specific Plan as recommended in Planning Commission Resolution No"
21- 1985 • Notice of said hearing was duly given in the manner required
by law .
Harvey Bragdon, Assistant Director of Community Development ,
advised that the proposed amendment is to allow greater flexibility
in siting plans;.. It does not change the floor area ratio as
approved in the Specific Plan nor will it shift density or traffic
patterns addressed in the EIR .
The Board finds that the procedures of the California
Environmental Quality Act and the Contra Costa County Guidelines to
implement this act have been met and the aforementioned amendment
has been adequately covered by the Environmental Impact Report pre-
pared for the Pleasant Hill BART Station Area General Plan Amendment
and Specific Plan.
NOW THEREFORE BE IT RESOLVED that the Board of Supervisors
does hereby ADOPT the Amendment to the Specific Plan for the Pleasant
Hill .BART Station Area as recommended by the County Planning
Commission which allows for a maximum height of ten stories under
special-.,circumstances subject to the conditions specified in the
attached 'Plan Amendment .
IT IS FURTHER RESOLVED that the Board ADOPTS the findings
made by the County Planning Commission as set forth in its Resolution
No . 21- 1985\

Pleasant Hill BART Station Area
Specific Plan Amendment
I. Amend the Pleasant Hill BART Station Area Specific Plan to allow under certain
circumstances up to a maximum of ten stories in height as per the following.
II. The Urban Design provisions of the Specific Plan shall be amended to read as follows:
FORM AND MASSING (page 47)
Regulations governing building height and the placement of buildings in relationship
to streets and adjoining development are specified below.
HEIGHT LIMITS
I. Permissible building heights are shown in the Urban Design Policy Diagram
(Figure 14) and in the Space and Site Requirements Matrix (Figure 7). The height
limits are designed to avoid adverse impacts on surrounding neighborhoods, to
afford view opportunities for future residents and tenants of the area, and to
achieve a high level of visibility and recognition for the Station Area. Two
height standards are specified. The lower heights shown in Figure 14 are
permitted outright while the heights shown in ( ) are conditionally permitted.
The latter shall be permitted only with a finding that the increase in height: (1)
will not create shading or wind conditions adversely affecting nearby public
outdoor space: (2) will not unduly restrict view potential from other sites in the
Station Area; and (3) where a subarea is in multiple ownership, a coordinated
design has been prepared and agreed upon by all proeprty owners within the
subarea.
In addition to the above, based on individual circumstances, additional height
may be allowed as a result of the Development Plan reviewprocess.' In no case
shall any buildings be allowed to exceed ten stories except Area 12 . An
applicant proposing such additional heights shall submit in conjunction with the
Development Plan application the following information for review and consider-
ation.
(1) Statement of extraordinary circumstances
(2) Statement of consistency with the intent of the Specific Plan and the
Environmental documents certified in conjunction with the adoption of the
Specific Plan relative .to visual impacts.
(3) Visual documentation of the relationships of the proposed building and
existing, approved or allowable building within the plan area.
