SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
Agree in principle to the need to establish a Public
Information Officer function. Refer the issue for
consideration during the 1985-1986 budget hearings.

FINANCIAL IMPACT:
A precise salary level cannot be predicted accurately until a
market survey has been conducted to determine a competitive
salary level, but we would anticipate approximately $50 , 000
would be required if the Board decides to fund this function.
BACKGROUND:
The County had a Public Information Officer position for a
number of years prior to the passage of Proposition 13 plus a
full-time Assistant. When the Public Information Officer
resigned to take another full-time position, her Assistant took
over the duties of Public Information officer with some
clerical support. When she in turn resigned recently to take
another job, the Public Information Officer function was
temporarily abandoned.
The Board has expressed a need for professional support in
identifying and publicizing newsworthy programs operated by the
County. In addition, it is increasingly apparent that there is
a need for position which can coordinate and facilitate
contact between the print and electronic media and County
staff. Finally, there is need for a position which can remind
the media of upcoming events which are newsworthy and which can
insure that the media have ready access to those public
documents they need in order to fully cover County activities
and actions of the Board of Supervisors.

Supervisor Schroder voted NO because he had concerns as to the fiscal impact
the additional position would have on the County's budget.

We have discussed the need for a Public Information officer
position with the editors of the Lesher Communications
publications and other representatives of the media. The
general consensus is that such a position can be helpful as
long as the individual ' s job is that of a facilitator between
County staff and the media and not that of a "Press Secretary"
who speaks for and blocks access to Department Heads and other
County staff the media wish to interview.
