Dehaesu Director of Commun Dev lopment Costa DATE: May 1 , 1985 County SUBJECT: General Plan Revi w Au orization for the Proposed Central Contra Costa Sanitary Landfill SPECIFIC RECUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION Authorize a General Plan review pursuant to the request of Central Landfill, Inc. , which proposes to develop a sanitary landfill facility on a site of approximately 1740 acres (consisting of portions of Sections 23, 24, and 25 of Township 2 North, Range 1 West, and Sections 1.9, 30 and 31 of Township 2 North, 1 East, Mt. Diablo Base and Meridian) generally located in the area between the cities of Concord and Pittsburg, and Bailey and Kirker Pass roads. II. FINANCIAL IMPACT The General Plan amendment review fee (a combination of filing and acreage charges) , which will be paid by the sponsor when the application is accepted, is expected to cover the County's review and processing costs. III. REASONS FOR RECOMMENDATION This request for Board of Supervisors ' authorization to undertake a General Plan amendment review is made in accordance with both the Board's general policy to act on individual amendment requests and its specific policy of July 10, 1984, to authorize the processing of amendments for proposed landfills upon request. IV. BACKGROUND State Law requires solid waste facilities to be designated in local General Plans (re AB3302 and AB3433, 1982). The County General Plan does not now designate the proposed Central Contra Costa Sanitary Landfill site for use as a waste disposal facility. . The Board of Supervisors , on July 10, 1984, in connection with its authorization of a General Plan review for the proposed Kirker Pass landfill , declared its intent to approve other studies for General Plan amendments after the Director of Community Development has first determined that such requests meet the County's General Plan Landfill Authorization Review Policy (also adopted on July 10, 1984). The Policy provides that applicants must provide to the County a comprehensive project des- cription before their projects will be accepted for processing. The project sponsor has prepared a comprehensive project description report and submitted it to the Community Development Department as well as to other concerned County offices. This report and previous geo-technical studi indicate that the site may be suitable for a sanitary landfill . The requested General Plan review would explore the policy ramifications of desig- nation, cause the submission of project-level information, provide a draft amend- ment, and initiate a public review process; it would also be expected to cause the preparation of an Environmental Impact Report. The EIR would be a prerequisite for a land use permit and an operations permit that would be considered by the County, as well as being used in the consideration of other approvals by other levels of government. l
