RECOMMENDATION•
Authorize Chairwoman to send letter with pay warrants to all
County employees advising of the goals of the Statue of
Liberty-Ellis Island Foundation, and encouraging their.
participation.
BACKGROUND:
The Statue of Liberty-Ellis Island Centennial Commission was
formed by President Reagan on May 18, 1982 , with Lee A. Iacocca
.as its Chairman. The goals of the Commission and its operating
affiliate, the Statue of Liberty-Ellis Island Foundation, are
to raise $230. million to restore and preserve the Statue of
Liberty and Ellis Island; establish a memorial to the millions
of immigrants who helped build the United States, and teach the
traditions of liberty through the Centennial observances.
There will be no government funding contributions. Funding
will be provided through a National Grass Roots Campaign;
National Student Campaign; and through corporate gifts and
sponsorships, employee campaigns, matching gift programs,
foundation grants, and individual gifts. The fund-raising
efforts will continue up to the Centennial celebration on July
4, 1986.
On January 14, 1985 , the Associate Regional Director of the
Foundation approached the County Administrator regarding a
fund-raising effort among County employees. On February 9,
1985, the Board referred to the County Administrator a letter
from County employee Alice Ferry with respect to participation
in this effort, and offering her assistance to the Board.
At the County Administrator' s request, Ms. Ferry surveyed the
Bay Area counties and found that, of those participating in the
fund-raising effort, programs ran from placing a notice in the
.employee bulletin to payroll deduction plans.

Statue of Liberty Restoration Fund Raising
Having considered a range of options, it is recommended that
the Chairwoman be authorized to provide a letter explaining the
purpose of the fund-raising effort, and encouraging County
employees to participate in accordance with their individual
desires. The letter may be distributed along with employee pay
warrants, keeping the cost to a minimum while at the same time
assuring widest employee coverage.
