SUBJECT: Authorizing Execution of Contract Extensions with Two (2) JTPA
Title III Worker Assistance Center Contractors
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Board Chairwoman to execute, on behalf of the County, standard form
Job Training Partnership Act (DTPA) Title III Worker Assistance Center Contract
Amendments with Worldwide Educational Services, Inc. (County #19-3005-2) and with
the City of Pittsburg (County #19-3006-2), effective June 30, 1985, to extend said
contracts through September 30, 1985 (new term of contracts.: 9/11/84-9/30/85),
with no change in contract payment limits, to permit said Contractors to continue
to provide services to disclocated workers residing in the east and west areas of
Contra Costa County.

III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
In 1984, the Contra Costa County Private Industry Council received a one-time-only
$200,000 grant from the Job Training Partnership Office under the State's JTPA
Title III Discretionary funds; this grant was in addition to a $250,000 JTPA Title
III formula allocation. The Private Industry Council (PIC) Planning Committee
recommended the use of this one-time-only grant to establish satellite Worker
Assistance Centers in both east and west County, and recommended elimination of
the satellite operations once discretionary funds were exhausted.
By its Orders dated October 2, 1984 and December 18, 1984, the Board approved the
execution of JTPA Title III contracts and certain amendments thereto, including
two contracts for the above-mentioned satellite operations for the period
beginning September 11, 1984 and ending June 30, 1985.
The purpose of the herein requested extension of the satellite operations is to
allow Contractors to exhaust said one-time-only funds by continuing to provide
essential services (job search training, on-the-job training, job development, and
placement) to DTPA-eligible residents of the County through September 30, 1985.
The extension of these contracts was approved by the PIC at its February 18, 1985
meeting.
