SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt a position of opposition to SB 1355 by Senator Dills
which would eliminate the provision in State law which
authorizes a candidate' s statement for non-partisan offices.
BACKGROUND:
Existing law authorizes a candidate for non-partisan elective
office in any local agency to submit a candidate ' s statement to
the County Clerk, who sends the statement with the sample
ballot to each voter. SB 1355 would repeal this authorization
and thereby prohibit candidates for non-partisan elective
office from submitting such a candidate' s statement.
Individual candidate's statements of their personal
qualifications are a valuable resource for the voter when
reviewing his sample ballot to learn more of the background and
qualifications of individual candidates.
It is, therefore, recommended that the Board oppose SB 1355.
