The attached requisition represents the addition and integration of a third
disk drive for the computer system at the Delta Regional Communications
Center (DRCC) , Antioch.
This upgrade is needed primarily to rectify two system deficiencies.
First, we presently do not have enough data storage capacity to accom-
modate the basic daily needs of our user agencies. The traffic volumes
on the system have steadily increased since the opening of DRCC.
Additionally, a recent expansion into automated records management for
local police and fire jurisdictions has created a need for additional storage
capabilities. We did not expect the increased demands placed on the
system and did not anticipate the need for this expansion at this early
date.
Secondly, our system software is structured to perform "dual-recording"
of all critical data transactions. This is done to protect the data files in
case of system or disk drive failure. This has been an essential feature
that is in jeopardy due to the present inadequate storage capacity. I
made a decision to reduce the files which were dual recorded to provide
additional storage space as a temporary solution. On March 28, 1985, we
had a disk failure that resulted in a loss of access to records contained -
on one drive only. The risk of future data losses will be totally elimin-
ated by restoring full-system dual recording. This can only be accom-
plished with the addition of the requested disk drive.
The $9, 000 quoted on the requisition represents the purchase, delivery
and installation of a used CDC 9766 disk drive without controller. The
drive was located with a broker and is believed to be approximately three
years old. Our existing controllers are dual-port capable and can accom-
modate this expansion without any additions or modifications. The cost
of software integration to our operating systems is also included in the
quote.
The best price 1 could find for a new CDC 9766 drive was $19, 000, not
delivered, installed or integrated. I am convinced this is the most
economical solution to address a problem that has the potential of being

extremely costly to correct if ignored. Additionally, because of its
nature, some of the data stored in the DRCC system is irreplaceable.
Upon completion, please forward your letter of approval along with
the attached resolution to Mr. Reed McDonald, Sheriff's Office, for
further processing. As a point of information, this modification is
being completed at the direction of the DRCC Operations Committee.
Monies will be secured primarily from unspent funds for maintenance
(2270) along with alarm system and 9-1-1 revenues.

SUBJECT: Appropri 'on Adjustment
Attached is an Appropriation Adjustment request to transfer existing
funds from the Salaries accounts to Capital in order to purchase two electric
date and numbering machines.
We are currently using manual Bates numbering machines to maintain control
of "C" warrants and deposit permits. We continue to experience problems using these
machines. In order for a number to clearly show on all copies of the above documents,
a hitting or striking motion must be used on the machines. With the current monthly
volume of approximately 800-900 "C" warrants (an increase of about 30% from September
of 1984) and 1200-1300 deposit permits, it is impossible to insure that each document
has been stamped with sufficient force. Consequently, each "C" warrant and deposit
permit copy must be reviewed and touched up if the entire number is not legible.
This process has a considerable amount of inefficiencies and unnecessary
cost involved. As stated above, initially the clerks have to hit or strike the
manual stamp very hard to get the number impression on the bottom sheet. Since the
frequency of it not being legible is high, the clerk must check each stamping,
rewriting the number as required. This process of using the stamp, having to check
it, and probably rewrite at least a portion of the number is not conducive to high
employee morale or productivity. Further, because of the need to hit or strike the
manual .machine very hard, the machines are continuously in some state of needing
repair., which adds to the overall problem with down time and replacement requirements.
The numbering and control portion of the deposit permit and "C" warrant processing
are an essential part of this program and quality equipment is a requirement.
The machines to be purchased, if approval is granted, are manufactured
by Simplex, which is the standard in electric time, numbering and date stamp machines.
With these two machines we can provide the operation with the .tools necessary
to properly do their job in a timely and efficient manner. .
