FROM: Supervisor Tom Torlakson Contra
Costa
DATE: April 9, 1985 County
SUBJECT: CONSOLIDATION OF BAILIFF AND PROCESSING SERVICES
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Refer the attached article to the
County Administrator for review as part of the current study of the
consolidation of bailiff and processing services. Request that the
County Administrator pursue more specific information as to the
experience of' Orange County. Further, request that copies of the
article be sent to the Marshall and the Sheriff for comment back to
the County Administrator. It is hoped this comment and review period '
would conclude in time to make appropriate recommendation for this
year' s budget process.
BACKGROUND INFORMATION: For several years the Board of
Supervisors has discussed the question of consolidating bailiff and
processing services currently conducted by two separate departments.
We have again emphasized that we would like this issue
resolved in the coming year and noted that the County Administrator ..
was investigating the. pros and cons of consolidation in either
direction.
Attached is yet another article indicating that savings are
possible. The experience in Orange County may not be the way we
should ultimately go, but it further indicates that there are real
potential savings of a significant nature by consolidating these
services.

Orange County will save an estimated
