Integration of Public Transit Services with contract
SUBJECT: with United Council of Spanish Speaking Organizations
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Approve and authorize the Health Services Director to
execute on behalf of the County a contract extension with
. the United Council of Spanish Speaking Organizations (UCSSO)
through June 30, 1985 for transportation services at a
proportionately increased payment limit, the cost of which
is funded within the Health Services Department' s budget for
1984-85.
2. Direct the County Administrator' s office, Public Works, and
Health Services departments to consider ways in which the
following objectives can be achieved and return their
recommendations to the Board prior to June 30, 1985:
A. Increased ridership can be promoted for the transit
systems presently operated by the Alameda-Contra Costa
Transit Authority, Tri-Delta Transit Authority, Central
Contra Costra Transit Authority and West Contra Costa
Transit Authority, particularly between Martinez and
the principal areas served by each transit system.
B. The apparent duplication in services between those
provided by UCSSO and those provided by the Transit
Authorities can be reduced or eliminated.
C. The services provided by UCSSO and the Transit
Authorities can be more carefully molded into a system
which will provide a reliable source of transportation
for County Hospital and clinic patients, jurors and
similar groups for whose transportation the County is
responsible, particularly between Martinez and the East
and West County areas.

D. Existing funding sources and potential new or
additional funding sources are explored and all
available funding is utilized in the most
cost-effective manner consistent with continuing to
provide approximately the same level of services as is
now available.
E. At least some of any funds saved in this process are
reprogrammed into insuring that an adequate
transportation system continues to be available, and
that $25, 000 to $75,000 in funds be devoted or
contributed to the general transportation needs between
Richmond and Martinez.
F. The possible use of a voucher system for riders whose
transportation is a county responsibility is explored
and if determined to be feasible is incorporated into
any revisions recommended in the current system.
FINANCIAL IMPACT:
These recommendations should be implemented in such a way that
there is no increase in cost for 1985-86 above that provided for
in the 1984-85 county budget. The cost of the UCSSO contract is
$260 ,655 on an annualized basis and is entirely funded from the
County General Fund.
REASONS FOR RECOMMENDATION/BACKGROUND:
The contract with UCSSO provides transportation for patients
from their residence to County health facilities and between
facilities. The services are currently provided in East, West,
and Central County by means of a minibus system.
At the same time, all of the Transit Authority systems are
suffering from a shortage of riders. This apparent competition
among systems, all of which have the support of the Board of
Supervisors, is leading to an untenable situation. Our Committee
believes that a more cohesive system can be developed which will
provide at least the same level of service, provide better
support for each of the Transit Authority' s services, and better'
utilize the funds being spent by the County on transportation
services.
While staff are exploring the possibilities for setting up such a
coordinated system, we believe it is necessary to continue the
existing contract with UCSSO through the end of the current
fiscal year in order to insure that services continue to be
available to Health Services ' patients.
CONSEQUENCES OF NEGATIVE ACTION:
If there is no further Board action on this issue, the existing
contract will automatically terminate on April 30 , 1985 ,
consistent with the Board' s recent action to extend the contract
for only one month.
