RECOMMENDATION
Approve request for $1,000 County contribution to fund Phase I - "Boot Camp
Self Reliance" with conditions as specified below.
BACKGROUND
On April 1, 1985 the Finance Committee considered the request for $2 ,000
($1:,000 County funds and $1 ,000 PIC funds) to fund Phase I of "Boot Camp
Self Reliance" .
The concept of "Boot Camp Self Reliance" arose as a result of a series of
multi-agency brainstorming group sessions organized by Supervisor Torlakson
to discuss the problems of unemployment, education dropout, and lack of job
preparedness among the minority males in the City of Pittsburg. It is
estimated that the unemployment rate among these minority youths exceeds
60%. The group sessions focused on how to link these youths with new
employment opportunities represented by the business boom in Contra Costa
County.
As a result of these group sessions, "Boot Camp Self Reliance" was
proposed. This program would provide special training, counseling and
follow-up to motivate, build self-confidence and self-reliance to the
targeted youth population. Some of these elements are similar to those in
the Women' s Support project developed by the labor strategies committee.
The amount of $2,000 ( $1,000 County funds and $1 , 000 PIC funds) have been
requested to fund Phase I--the grant writing and preparation stage of the
proposal. It is also anticipated that Phase I will also identify the
funding sources for implementation of the actual program. The Planning
Department - Housing and Community Development Division was requested to
review this proposal to determine the feasibility of utilizing Community
Development Block Grant funds as the County' s contribution. It was deter-
mined that funding is not available through the County' s Community Develop-
ment Block Grant program since "Boot Camp Self Reliance" is strongly
oriented towards the City of Pittsburg and the city' s CDBG program is,
separate from the County. It is not appropriate for the County to use its
CDBG funds for activities outside its jurisdiction unless substantial
benefits accrue to persons within the County's jurisdiction.

Ida Berk, Community Services Director, has been in contact with the
principal author of the concept paper for implementation of "Boot Camp Self
Reliance" . Although no funding is available through Community Services,
there is the potential of staff assistance in preparation of the proposal
which may have the effect of reducing the total amount of funding request.
There is no specific appropriation for funding this project in the
1984-1985 approved budget. Therefore, the County Administrator ' s Office
should be directed to identify and appropriate the necessary funds for
this use.
In addition, the Finance Committee recommends approval of this request on
the following conditions:
i. Determination of the total funding required and a
budget delineation of the use of these funds.
2. Approval of $1, 000 funding by the Private Industry
Council. ]
3 . Determination as to the extent of the City of
Pittsburg' s financial and in-kind participation
since the primary beneficiaries are city residents.
4. Determination as to the extent of participation by
other public entities such as the Pittsburg Unified
School District, Los Medanos College.
5. Integration of public/private partnership in
implementing the program.
6 . Require that the program services be available to
both males and females of the target population.
It is also recommended that the County commitment be limited to a maximum
of $1 , 000 to assist in funding Phase I only and that no commitment be made
at this time for Phase II . In addition, it is requested that a status
report on the development of the concept paper be provided to the Finance
Committee.
