Michael Walford, Public Works Director DATE: March 29, 1985 SUBJECT: APPROVING LIST OF ARCHITECTURAL FIRMS FOR NEW COUNTY DETENTION CENTER (4411-4101 ; 0928-WH101B) SPECIFIC REQUESTS(S) OR RECOMMENDATIONS a BACKGROUND AND JUSTIFICATION I. Recommended Action: A. APPROVE the following architectural firms as highly qualified to provide architectural services for the New County Detention Center, listed in order of - preference, as recommended by the County Selection Committee: (1) Dworsky/Design Partnership, a joint venture, Los Angeles and San Francisco, (2) The NBBJ Group, Palo Alto, (3) Kaplan, McLaughlin, Diaz, San Francisco. B. AUTHORIZE the County Administrator's Office and Public Works Department to (1) negotiate an appropriate agreement with the firm listed first for architectural services at a price which staff determines to be fair and reasonable to the County, and (2) , if staff is unable to negotiate a satisfactory agreement, to formally terminate negotiations with the first firm and undertake negotiations with the other firms, in the order of preference determined by the Selection Committee and as described in Government Code Section 4528, until an appropriate agreement is reached. II. Financial Impact: Authorizing negotiations will have no significant financial impact. However, any agreement resulting from these negotiations will be submitted to the Board for approval , and, if approved, will encumber funds from the capital budget established for the New Detention Center. An Agreement will be negotiated which will encumber funds for only one or two phases of service at a time, not for full architectural services. In this manner, encumbrances will be distributed over several fiscal years. III. Reasons for Recommendations/Background: A. By an Order dated November 22, 1984, the Board authorized the Public Works Director to execute an agreement with the Design Partnership, San Francisco, for architectural predesign services for the New . Detention Center. The primary product of the predesign services will be a written program setting forth the County's operational and architectural requirements for the New Detention Center. By an Order dated December 18, 1984, the Board authorized the Public Works Director to solicit Statements of Qualifications from architectural firms and to conduct an evaluation process to determine the most highly qualified to provide full architectural services for the New Detention Center. The Public Works Director issued a statewide Request for Statements of Qualifications on December 18, 1984. The Director received responses from sixteen architectural firms on February 5, 1985, and assembled a Screening Committee on February 14, 1985 to determine the most qualified firm, based on a review of the Statements of Qualifications. The Screening Committee found seven firms most qualified and, on March 20 and 21, 1985, a Selection Committee conducted one-hour interviews with each of the seven firms. Following the interviews, the Selection Committee ranked the firms in order of preference, based on the qualifications presented during -the interviews. C. The Committee recommended that the Public Works Director seek authorization to negotiate an appropriate agreement for architectural services from the firm ranked first and, if negotiations fail , to negotiate with the -other firms as described in Government Code Section 4528, in the order of preference established by the Committee. The Selection Committee comprised a Deputy County Administrator and the Director of Justice System Programs from the Administrator's Office; an Assistant Sheriff; the Deputy Public Works Director for Buildings and Grounds; and a representative from the Correctional and Detention Services Advisory Commission. Also, other representatives from the County Administrator's Office, the Sheriff-Coroner Department and the Public Works Department participated as observer/advisors in the interviews and in the post interview discussion. D. The County must proceed with an agreement for full architectural services because (1) it does not have sufficient staff to provide the services and (2) it will need to have such an agreement in effect by the time a site is selected and the predesign report is complete so that the project will proceed without delay. A site search is being pursued vigorously by the Site Selection Committee, coordinated by the County Administrator's Director of Justice System Programs, and a viable site could be found any time. The predesign report is at least 50 percent complete and could be completed within a few weeks after a site is selected. IV. Consequences of Negative Action: If this recommendation is not approved, the County will risk delay in a project which must be completed as soon as practical to relieve crowding in the existing detention facility. Also, undue delays could jeopardize or complicate State grant funds designated for the New Detention Center. BODENTCENT.T3 w 1
