HomeMy WebLinkAboutMINUTES - 04091985 - 2.4 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on April 9 , 1985 , by the following vote: AYES: Supervisors Powers , Schroder , McPeak , Torlakson, Fanden NOES: None ABSENT: None ABSTAIN: None --------------=----------------------------------------------------- - -------------------------------------------------------------------- SUBJECT: Waste Disposal Issues In response to the request of the Board on March 26, 1985 , the County Administrator submitted for Board consideration this day a proposed letter to be submitted to all agencies involved in the disposition of the wastestream and operation and management of land- fill sites . Questions to be asked of the agencies are as follows: 1 . Do you believe it is necessary for a public agency to select a site for development of a landfill (s ) as an alternative to the three privately proposed landfills? 2. Are you willing, and legally able , to commit your wastestream to a publicly sponsored landfill if one is developed? 3 . Would you be willing to commit your wastestream to a public agency, who in turn would be responsible for directing the waste to either a privately or publicly sponsored resource recovery project , or to a publicly owned landfill operated contractually by the private sector? 14. For the landfill site selection process , would your agency be willing to contribute funds such as on a per capita basis , to expedite action? Board members discussed the proposed questions and were in agreement that question number 2 should be modified as follows: 2a . Are you now legally able to commit your wastestream to a publicly sponsored landfill if one is developed , and are you willing to do so? 2b . If you are not now able to commit your wastestream to a publicly sponsored landfill , are you willing to ini- tiate the required actions to make it possible in the future? IT IS BY THE BOARD ORDERED that the proposed letter as revised is APPROVED and that the County Administrator is AUTHORIZED to transmit the letter of inquiry to all agencies as noted above . Board members were also interested in submitting questions for review by appropriate staff. Therefore, IT IS BY THE BOARD ORDERED that County Counsel is REQUESTED to review all County ordinances regulating landfills, particularly as they relate to disclosure of cost data in the application of a dumping charge, the feasibility of conditioning a land use permit for a landfill site as a method for public control of its waste stream, the question of collection of a surcharge at a disposal facility, and the feasibility of applying a surcharge to improving the access to a landfill site. IT IS FURTHER ORDERED that Board Members are REQUESTED to transmit their questions in writing to appropriate staff for review by the Internal Operations Committee. `IT IS ALSO ORDERED that staff is DIRECTED to notify representatives of WHEW when issues relating to waste disposal are agendaed. hereby certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisors on the date shown.
