Accept the following report from the County Administrator and Health Services Director. 2. Approve the elimination of the six ( 6 ) positions identified on the attached P 300. FINANCIAL IMPACT: In order to ensure that the Health Services ' budget remains balanced for the remainder of the current fiscal year, and in light of a review of both the Department' s expenditures to date and revenue projections, the Health Services Director has taken the following actions: 1. No position in the Health Services Department may be filled without the specific written authorization of the Health Services Director. 2. No travel or training is authorized for any staff in the Department unless deemed essential. 3 . Repair of the hospital roof has been halted for the balance of the fiscal year. 4. The Department has imposed a significant expenditure reduction program, including efforts to contain the use of temporary salaries and overtime. 5. All services and supplies accounts and contracts have been reviewed for potential savings. Wherever possible, purchases have been deferred until the 1985-86 fiscal year. 6. The Health Services Director is terminating five temporary employees, but has requested authority to retain the positions. Future filling of these positions will be reviewed as a part of the 1985-86 budget. Six ( 6 ) vacant permanent full-time positions, five of which are Management, are being recommended for elimination by the Board. It is our belief that these actions will assist in ensuring that the Department' s budget remains balanced. REASON FOR RECOMMENDATION: In preparation for the Third Quarter budget review, which will be presented to the Board later this month, the expenditures and revenues for the Health Services Department have been reviewed. It has been determined that the actions outlined above, including action by the Board in canceling these positions, is necessary in order to ensure that the Department' s budget remains balanced. However, it must be understood that the situation in the Department is very fluid and may be subject to wide variations, particularly with changes in the hospital census. Expenditures and revenues are being monitored very closely by both the Department and the County Administrator' s Office. Any change in financial situation will be reported to the Board and corrective action will be taken. BACKGROUND: As we have earlier reported to the Board, expenditures in the Health Services Department increased significantly during January and February, 1985. The increases occurred in virtually all divisions, but the hospital and outpatient clinics experienced the largest increases. This is attributed primarily to the very strong census. It is important to emphasize that the actions taken thus far stem primarily from expenditure increases. The Department' s revenue position appears to be on target. Except for outpatient Medicare, all bills are current. The Health Services Department' s cash position is improved over last fiscal year. While the census is currently high, it can drop unexpectedly. It is emphasized that the Department has performed well for the first three quarters of the fiscal year under very difficult circumstances. The staff has performed well, and even more will be asked of them during the last quarter of this fiscal year. The staff of the Health Services Department should be commended by the Board for their professionalism and commitment under these difficult conditions. As the Department' s administrative structure and delivery system are refined, a number of positions will be deleted or added to ensure that the Department is administered effectively. We will, therefore, continue to make reports similar to this one to the Board at regular intervals as additional information becomes available and as additional changes in the Department' s organization require Board action. -A� POSITION ADJUSTMENT REQUEST No. Date: 4/4/85 Dept. These reductions are in addition to the general freeze I have imposed on hiring.
