HomeMy WebLinkAboutMINUTES - 04091985 - 1.68 TO: Board of Supervisors, Contra Costa County FROM: Phil Batchelor, County Administrator DATE: March 26, 1984 SUBJECT: INTENT TO LEASE COUNTY-OWNED REAL PROPERTY - EDGAR CHILDREN'S SHELTER, 220 GLACIER DRIVE, MARTINEZ SPECIFIC REQUESTS(S) OR RECOMMENDATIONS & BACKGROUND AND JUSTIFICATION I. Recommended Action: 1. DETERMINE that the property known as Edgar Children's Shelter, 220 Glacier Drive, Martinez , is not required for public use at this time. 2. DECLARE the intention to lease said property at public auction under the terms and conditions of the Lease prepared by the Public Works Department. 3. APPROVE the attached "Notice of Intention to Lease Real Pro merty" and DIRECT the Clerk of the Board to post said Notice in three public places for five days prior to the date set for public auction. 4. SET April 15, 1985, at 10:00 a.m. , at 255 Glacier Drive, Martinez, California, as the time and place where sealed bids will be received and opened and oral bids considered. II. Financial Impact: Monthly revenues from this lease will commence no later than August 1985, and will offset the entire monthly rent due to the Retirement Board by the County. The lease provides for annual increases. Upkeep costs will be assumed by the Lessee; however, County has the obligation to reimburse Lessee for roof replacement, estimated at $55,500.00. Funds for the roof work may be amortized through rent credits to Lessee, but it would be less costly for County to pay the entire sum upon completion of the work. III. Reasons for Recommendations: Leasing this facility for a children's residential , program will provide a resource for the Social Service Department where hard-to-place Contra Costa teenagers could be given priority for placement. Background: The above actions are authorized under Government Code Section 25363 and are in keeping with the recommendations from the Finance Committee. in a report dated February 11, 1985, on the subject "Report on Use of Vacant County Building at 100 Glacier Drive, Martinez." Consequences of Negative Action: Should the recommended action not be taken, the facility cannot be leased-out and the County will continue to incur rent and maintenance costs until a County use can be found. Therefore, the Public Works Department, Lease Management Division, will receive bids at a public auction for the County to lease to the highest responsible bidder, property hereinafter described: Edgar Children' s Shelter, 220 Glacier Drive, Martinez The auction will be held at 255 Glacier Drive, Martinez, California, on April 15, 1n85, at 10:00 a.m. A bid package containing the Terms and Conditions of Lease is available at the office of the Lease Management Division at 255 Glacier Drive, Martinez, California 04553, or may he requested by phone by calling Pat Dreyer at 372-4616.
