SUBJECT: Legislation, Assembly Bill 525
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Adopt a position opposing Assembly Bill 525 by Assembly Member -
Willie Brown which would require local agencies to allow peace
officers to "bank time" to reimburse employee organization
officers engaged in the activities or business of that
organization and to release from duty employee organization
officers when authorized to do so by that organization.
BACKGROUND
Currently Contra Costa County authorizes employee organization
representatives to use job time for purposes of negotiations,
grievance representation and other acknowledged labor relations
matters. If adopted this measure would place an undue burden
upon the Sheriff' s Department by allowing elected representatives
of a sworn peace officer employee organization to use "banked
time" beyond that time currently provided. Such time includes
that used away from the job exclusively for matters of concern to
the employee organization. There are no limits on the amount of
the "time bank" or the amount of time an employee may be released
from duty. This bill would require the County to release from
duty up to 12 officers upon authorization by the employee
organization.
The Sheriff-Coroner concurs with the recommendation to oppose
AB 525.
