Confirmation of my understanding of our second phone conversation
on 2/28/85 regarding the status of the retroactive payroll programs.
Auditor' s Office was- aware of the requirement to change the
retroactive payroll programs to meet formats required by MSA
Release 174 .
Auditor' s Office requested a hold on changing the retroactive
payroll programs.
Auditor' s Office is aware of a second change to the retroactive
payroll procs required by the new MSA release change.
The requirement for a retroactive payroll run in two weeks time
is in error. Requirement will be at a later date.

SUBJECT: 1984-85 Appropriation Adjustment Request -- Data Processing Costs
of Implementing the Supplemental Property Tax Program
The Supplemental Property Tax Program (Senate Bill 813) was enacted
into law during July of 1983. At that time, we requested and received an
appropriation adjustment to cover the administrative costs of implementing
the program. During July of 1984, Senate Bill 794 and Assembly Bill 1849
were enacted into law as Chapters 447 and 448 respectively. The legislation
amended provisions of Senate Bill 813 and mandated changes to the procedures
for distribution of Supplemental Property Tax revenues.
The data processing programming, testing and machine costs to implement
the new requirements are estimated at $30,840. Since the laws were enacted in
July of 1984, the cost to implement them was not included in our 1983-84 appro-
priation adjustment or our 1984-85 budget request. The costs should be considered
an increase in the Auditor's claim against the reimbursement revenues for
implementing the Supplemental Property Tax Program. We are not able to absorb
this in our regular Data Processing budget.
As mandated by the new laws, we will now have to create special appor-
tionment programs for the 1984-85 and future years Supplemental Property Tax
revenues. The basic differences from other tax allocations are:
1 . Supplemental revenues generated in redevelopment areas are to be credited
entirely to the redevelopment districts.
2. Distribution factors for local special districts are to be based on the
gross tax to be credited to the districts. Contributions to or from the
augmentation fund are not to be included in calculating the factors.
3. The schools revenue share is to be distributed on the basis of each school
district's average daily attendance as reported by the State- Superintendent
of Public Instruction.
