SUBJECT: Approval of amendment to contract with the State Department of Alcohol and Drug
Programs for the School-Community Primary Prevention Program
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) Q BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:' .
APPROVE and AUTHORIZE the Chairwoman to execute on behalf of the County, Contract
Amendment #29-435-5 effective February 1, 1985, with the State Department of Alcohol and
Drug Programs to amend Contract #29-435-4 (effective November 1, 1984 - October 31, 1985)
for augmentation of the School-Community Primary Prevention Program - Youth Educators
with a $9,886 increase in the contract payment limit.
FINANCIAL IMPACT:
Approval of this amendment by the State will result in increased State funding of $9,886,
from $78,800 to a new total payment limit of $88,686. This program is 100% funded by
State funds available through AB1409, Chapter 1285, Statutes of 1982. The augmentation
funds are available through AB1983, Chapter 952, Statutes of 1983. A total of $3,899, or
4.5% of the contract payment limit, is allocated to County Administration for administra-
tive costs. When approved by the State, an appropriation adjustment will be needed to
include the increased funding in Cost Center 5936, Sub-Cost Center 2320.
REASONS FOR RECOMMENDATIONS/BACKGROUND
The County successfully competed for funds available for three-year grants under SB1409
School-Community Primary Prevention Program in 1983. The program has operated success-
fully in the County and is in the final year of funded operation. The program has been
operated under a subcontract with the Center for Human Development (County Contract
#24-301-5).
On January 15, 1985, the Board approved Contract #29-435-4 with the State Department of
Alcohol and Drug Programs for continuation of the School-Community Primary Prevention
Program - Youth Educators. The purpose of Contract Amendment #29-435-5 is to provide
augmentation funds which will be used to develop a training partnership with school and
community leaders who can facilitate the program after State funding ceases.
This program is one of three SB1409 programs being videotaped by the State as examples of
how to create successful prevention programs.

This document has been approved by the Department's Contracts and Grants Administrator in
accordance with the guidelines approved by the Board's Order of December 1, 1981
(Guidelines for contract preparation and processing, Health Services Department).
The Board Chairwoman should sign nine copies of the contract, eight of which should then
be returned to the Contracts and Grants Unit for submission to State Department of
Alcohol and Drug Programs.
CONSEQUENCES OF NEGATIVE ACTION:
Without the augmentation funds, the Youth Educator Program would terminate in October,
1985 as there would be no transition of the program to the schools and community.
