SUBJECT: Amendment of County General Plan's ) RESOLUTION NO. 85/200 Housing Element ) The Board of Supervisors of Contra Costa County RESOLVES THAT: The provision of adequate and affordable housing is a major issue confronting Contra Costa County. State law requires cities and counties to include adequate Housing Elements in their General Plans. The County's Housing Element, which was adopted in 1980, has become obsolete because of changes in the housing market, the dissolution of many former housing programs and the advent of some new housing programs, and the adoption of state law requiring cities and counties to include Housing Elements in their General Plans to address the provision of adequate, affordable shelter, and providing guidelines. for their preparation. In accordance with State law it was determined that the Housing Element should be updated and a proposed revision to the Housing Element was prepared by staff. The comprehensively revised Housing Element was distributed for public review in November, 1984. This proposed revision was considered :at three public hearings of the County Planning Commission, two public hearings of the Orinda Area Planning Commission, and two public hearings of the San Ramon Valley Area Planning commission, held between November, 1984 and January, 1985. During these public hearings all who wished to speak or submit written testimony had opportunities to do so. All of the Commissions recommended that this Board of Supervisors consider the adoption of a revision �o the Housing Element. The recommendations of the Commissions did not conflict, but the recommendations of the County Planning Commission was more comprehensive. This Board,, after giving notice in the manner required by law, held a public hearing on February 26, 1985. The Board at the hearing called for testimony of all persons . . interested in the matter, and one person representing'a public interest housing organization, gave testimony. It was by the Board ordered that the oral testimony portion of the public hearing be closed and that a 30-day written comment period be left open and that the matter be referred to the Planning, Transportation, Housing and Development Committee. Upon the expiration of the 30-day comment period, only the State Department of Housing and Community Development had filed comments. At the committee's meeting of April 8, 1985 after discussion of issues, the Director of Planning recommended that the Board adopt the proposed revised Housing Element in the form presented before the Board at this hearing; said form essentially included the various editing changes recommended by the commissions, interested parties, and staff. This Board having fully considered the: .proposed revised Housing Element transmitted by the Planning Commissions, the public hearing testimony, and recommenda- tions of staff, hereby takes the following actions: 1. (a) Finds that the proposed revised Housing Element will not have a significant impact on the environment. (b) Declares that it has reviewed and considered the negative declaration pre- pared for the revision together with any comments received during the public review process. (c) Determines that it approves (certifies) the adequacy of the negative declaration for California Environmental Quality Act purposes. _. RESOLUTION NO. 85/200 A �I 2. Amends the County General Plan by ADOPTING as the County's new Housing Element the aforesaid proposed revision of the Housing Element as transmitted to this Board; said Housing Element to fully supersede the Housing Element adopted by this Board on.Deceinber 9, 1980 and subsequent amendments thereto adopted prior to this date. 3. Directs that the copy of the revised Housing Element reflecting this amendment on file in the Office of the Clerk of the Board shall be endorsed approved by the Clerk as provided thereon. 4.
