Adopted this Order on April 23, 1985 , by the following vote:
AYES: Supervisors Powers , Schroder , McPeak , Torlakson, Fanden

SUBJECT: Proposed Closure of Port Chicago Highway
near U .S. Naval Weapons Station, Concord
Supervisor Tom Torlakson referred to the proposed closure
of the Port Chicago Highway in the vicinity of the U.S. Naval Weapons
Station, Concord , and the need to respond to the Environmental Impact
Statement (EIS) prepared by the Navy. He noted that the statement
had not been received timely and that the 30 day review period will
end on April 30 , 1985 . A decision is to be made shortly after the
review period by the Secretary of the Navy on the closure of this
road.
Supervisor Torlakson recommended that the Board take the
following actions:
1 . Request the County Administrator to contact Congressmen
George Miller and Ron Dellums to initiate legislation
to provide. administrative assistance to the County
relative to the impact this road closure would have on
traffic;
2. Refer the EIS to County Counsel and Community Development
Director for analysis of our legal .position, and report
back to the Board;
3. Urge Captain Mays of the U.S. Naval Weapons Station to
request an extension of time from the Secretary of the
Navy to afford the County the opportunity to review and
critique the EIS, since it was not timely received; ,and
4 . Refer the County' s input and critique of the EIS to the
Secretary of the Navy upon its completion.
IT IS BY THE BOARD ORDERED that the recommendations of
Supervisor Torlakson are APPROVED.
