The Sheriff-Coroner is the appointing authority for exempt positions of Chief Deputy Sheriff, the incumbents of which serve at the Sheriff-Coroner's pleasure. 2. Classified employees appointed to positions in the exempt Chief Deputy Sheriff class shall retain their status in the classified service in the classification held at the time of their appointment to Chief Deputy Sheriff. 3. Compensation for the class of Chief Deputy Sheriff is established by the Board of Supervisors and may be adjusted periodically with other management, exempt and unrepresented classifications by the Board. Rainey, Sheriff-Corone Subject: Chief Deputy Position I am requesting that the Board of Supervisors favorably consider the creation of a classification of Chief Deputy in my department, and the authorization of one position to manage the Detention function. Chief Deputy is a new position which I propose to meet an organizational need for an additional level of supervision and control . The Detention function is one of the most complex and important responsibilities in county government. With a $14 million budget and 235 authorized personnel , the division is larger than all but four other departments. With a requirement for the total care and custody of over 900 inmates, the level of responsibility and potential liability is probably unmatched by any program in the county. This function will continue to grow, and with the opening of a new jail facility in west county, there will be only two county departments larger than the Detention Division. I have had to transfer a Captain to the Main Detention Facility to handle the responsibility of the day-to-day operations at that institution. Previously, a Lieutenant supervised four other Lieutenants at that facility, creating an organizational dilemma. In addition to the Main Facility (over 600 inmates with a capacity of 386) , the Detention Division Commander is responsible for the Clayton Rehabilitation Center (270 inmates and a major remodeling effort) , the Richmond Work Furlough Facility (approximately 100 inmates) , the National Institute of Corrections program and grant, planning and preparation for the newest jail facility, negotiating millions of dollars worth of inmate contracts with the state, and numerous organizational and committee duties which I assign to the Detention Division Commander. For this tremendous level of responsibility and scope of assignment, I am asking an individual to take an exempt position. as Chief Deputy at only a 6% -raise in compensation. I have studied the organizations of the major Sheriff's Departments in the state, and am convinced a Detention Chief Deputy is appropriate. You recently received a similar study from the County Administrator, and the data clearly indicate that I have a reasonable ratio of management personnel in. my department. In addition, the overall number of sworn managers will not change with this transaction, as I am cancelling a Lieutenant position to partially offset the cost of the Chief Deputy.
