SUBJECT: Approval of Certi ica i of Completion: "Jobs Bill Program" (CDBG)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Approve the Jobs Bill Close-out Agreement with the U. S. Department of Housing and
Urban Development.
FINANCIAL IMPACT:
None.
REASONS FOR RECOMMENDATION/BACKGROUND:
On April 13, 1983, HUD notified the County that a preliminary allocation of $1 .3 million
in additional CDBG funds had been made available under the recently enacted Emergency
Jobs Appropriation Bill of 1983 ("Jobs Bill "). HUD set July 1 , 1983 as the deadline for
submission of the statement and certifications , yetstill requiring adherence to the normal
pre-submission steps. This process normally requires six months. County staff responded
immediately and solicited proposals through press releases , letters and phone "calls and met
the July 1 deadline.
. In addition to the regular requirements of the Community Development Program, HUD created
special objectives for the "Jobs Bill " program assigning the highest priority to fast
implementation of projects and rapid disbursement of funds. - On August 2, 1983, the Board
of Supervisors authorized implementation of the "Jobs Bill" program following HUD final
approval on July 23, 1983. A follow-up memorandum from HUD in August 1984 indicated that
as of June 30, 1984, only 38 percent of the. national total "Jobs Bill " appropriation had
been drawn from the Federal Treasury. The County's program had expended nearly 84 percent
of its allocation with a 100% of the funds encumbered by this time.
HUD has commended the County for the timely execution of the "Jobs Bill" program which re-
sulted in 911 weeks of employment for 146 persons. Further, the County was lauded for
being the first grantee within the large San Francisco Region to complete all of its
activities and be able to close out the program.
Attached are three copies of the Certification of Completion for signature and return to
HUD.
