Establish as Board policy that the Board supports the development of comprehensive recycling and composting programs throughout Contra Costa County. 2. Direct the -Community Development Department to provide the necessary staffing in the solid waste planning program to assist in the development of comprehensive recycling and composting programs as part of the County Solid Waste Management Plan. 3. Direct the Community Development Department to begin pursuing the comprehensive recycling and composting program for East County as outlined in the April 2, 1985 Environmental Control Division memo to the Recycling Committee. 4. Direct County staff to report to the Board as to the implementation of the recommenda- tions approved by the Board on December 18, 1984. 5. Direct County Counsel to report on the ability of the County to control the destination of solid wastes in the unincorporated, unfranchised areas of the County. FINANCIAL IMPACT 1. None. Other than Action No. 2, no further financial participation in recycling is envisioned at this time. 2. Upon Board approval of this report, $30,000 will be added in the solid waste planning budget for Fiscal Year 1985/1986 to fund additional staffing. The solid waste planning program is totally funded by a tonnage fee assessed to landfill operators. A $30,000 increase in the budget results in about a three-cent per ton increase in the tonnage fee. 3:- Funding is available in the solid waste planning program budget for Fiscal Year 1984/1985 to perform this task. However, a commitment from the Board for adequate funding for Fiscal Year 1985/1986 is required to complete this program. By , DEPUTY CLERK 4. No financial impact. 5. No financial impact. REASONS FOR RECOMMENDATION/BACKGROUND 1. Recycling and composting are encouraged in the County Solid Waste Management Plan. As an outgrowth the Central Contra Costa Sanitary District/County Solid Waste Management Study and the proposed new sanitary landfills, there has been great public support for recycling and composting. It is appropriate for the Board to re-affirm and to strengthen its commitment towards recycling and composting. 2. On March 11, 1985, a recycling workshop was held in East County to determine support for a comprehensive curbside recycling and composting program for East Contra Costa County. There appears to be strong support for such a program, and it was evident from the meeting that County involvement in assisting in the planning and development stages would be essential for the program to succeed. In light of this fact, the Recycling Committee is recommending to the Board that adequate staffing be provided in the Community Development Department to assist in the development of comprehensive recycling programs throughout Contra Costa County, with the initial program to start in East County but expanding soon thereafter to West and Central County. 3. To develop a comprehensive recycling and composting program for East County, it is necessary for staff to do the following, as specified in the April 2, 1985 memo to the Recycling Committee: A. Contact the franchisors requesting their support and participation, and authorizing staff to meet with the franchisees. B. Develop a program proposal, agreeable to all affected parties. C. Determine the cost of program implementation, . D. Request that franchisors support and implement the program. 4. The Recycling Committee has not heard the status of implementation of the Board's recommendations of December 18, 1985 and, therefore, wishes to receive an update report. The recommendations included: A. That a new contract be prepared between Contra Costa County and the Contra Costa Community Recycling Center. B. That all land use permits for high density residences have a common area suitable for recycling. C. That any land use permit for a landfill site require the owner to provide two acres for storage of junk cars. D. That County staff prepare a report on how an interdepartmental group could use Community Block Grant funds to cite and correct ordinance violations. 5. The County and the Solid Waste Commission have asked the cities and sanitary districts that franchise solid waste collection to include in their franchise agreements and ordinances wording that allows them to control the destination of wastes from their jurisdiction.
