Finucane, Health Services Director Contra Costa DATE: March 29, 1985 Courly SUBJECT: Ordinance Adding Fees for Infectious Waste Producers SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION Adopt an ordinance imposing new fees for services now provided by the Environmental Health Division. The proposed ordinance was drafted by County Counsel. II. FINANCIAL IMPACT Adoption of this ordinance will increase revenue in the Environmental Health Division programs by an estimated $8,000 annually. This additional revenue was included in the revenue estimate prepared by the Divsion for Fiscal Year 1985-86. III. REASON FOR THIS RECOMMENDATION To recover the Health Officer's costs for regulating the handling and disposal of infectious wastes. The regulatory effort has been ongoing for several years and fees for this service have not been established. IV. CONSEQUENCES OF NEGATIVE ACTION This program is not state mandated. However, state regulations do give local government the option to assume authority for regulating the handling of infec- tious waste. By regulating the generators, the County has control over the entire waste stream including the generators, the transporters, and the disposal sites. If the license fees are not approved, we will continue to be involved with this program with no revenues to offset our regulatory efforts.
