HomeMy WebLinkAboutMINUTES - 04161985 - 1.28 TO: BOARD OF SUPERVISORS Contra FP01"A:` - Phil Batchelor, County Administrator ta COs DATE: April 11, 1985 County SUBJECT: Legislation: Assembly Bill 340 (Costa) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position in support of AB 340 by Assemblyperson Costa which would tie the local share for welfare administrative costs to the ratio of such increases compared with increases in county general revenue. BACKGROUND: Under existing law, the State pays counties 89. 2% of the sum needed for the support and maintenance of needy families and pregnant mothers. AB 340 would require the State, beginning July 1 , 1985 , to pay that portion of a county's nonfederal share of cost for those programs which exceeds the percentage of general purpose revenues, as defined, paid by the county in fiscal year 1980-81 for that program. It would also require the State, commencing July 1, 1986, to pay any increase in the nonfederal cost of those programs which exceeds the percentage increase in the county' s general purpose revenue. Currently, the State pays 83 . 3% of the nonfederal administrative cost of administering certain public assistance programs, excluding Aid to Families with Dependent Children (AFDC) , and 50% of the nonfederal administrative cost of administering AFDC. This bill would require the State, effective July 1, 1985 , to pay that portion of a county' s nonfederal administrative cost which exceeds the percentage of general purpose revenues, as defined, paid by the county in fiscal year 1980-81, and to pay, commencing July 1, 1986 , any increase in the nonfederal administrative cost which exceeds the percentage increase in the county' s general purpose revenue. AB 340 would also create a task force to report to the Legislature on alternatives to the current system of financing programs mandated for local government.
