HomeMy WebLinkAboutMINUTES - 03051985 - T.5 j 1S THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on March 5, 1985 , by the following vote: AYES: Supervisors Powers , Schroder , McPeak, Torlakson and Fanden NOES: None ABSENT: None ABSTAIN: None SUBJECT: - Appeal of West Pittsburg Alliance from the Board of Appeals decision approving Development Plan No. 3040-84 Frumenti Development Corporation (owner) This being the time fixed for hearing the appeal of West Pittsburg Alliance from the Board of Appeals decision approving Development Plan No . 3040-84 , Frumenti Development Corporation (owner) , for 58 dwelling units on 2.25 acres in a Multi Family Residential (M-29) area in the West Pittsburg area located on the east side of Alves Lane , approximately 370 feet south of Willow Pass Road; Harvey Bragdon, Assistant Director of Planning, described the property site . Supervisor Torlakson advised that he had toured the site and enumerated several issues he wanted staff to investigate . The Chair declared the hearing opened and the following persons appeared in opposition to the project: Mr . Arthur S. Chomor , 504 Shore Road , Pittsburg, President of the West Pittsburg Alliance . Mr . John Russo , 44 Alves Lane , Pittsburg, who filed with the Board petitions , signed by approximately 522 residents , requesting that Development Plan No. 3040-84 be denied . Mrs . Gloria McLaughlin , 96 Alves Lane , Pittsburg. Mrs . Midge Dover , 161 Riverside Place , West Pittsburg. Chairwoman Fadhen read comments from Pauline Pangilla , 80 Hill Street , West Pittsburg. Mrs . Zola Gouig, 161 Riverside Place , West Pittsburg. Mr . Willam Costanzo , 1485 Treat Boulevard , representing Frumenti Development Corporation, requested that the appeal be denied and that Frumenti Development Corporation be allowed to proceed with the development plan after which they will start the subdivision process that would be necessary for condominums . r Mr . Costanzo requested that the Board continue this matter to give the Frumenti Development Corporation an opportunity to respond to some of the issues raised during this hearing. Supervisor Toralskson commented that there had been several questions raised in his mind with respect to whether there would be a need to amend the general plan to approve a subsequent condominium subdivision and whether the present zoning and general plan are compatible , and thereupon recommended that the hearing be continued for two weeks and that staff be asked to review and respond to the issues raised . Board members discussed the issues and questions raised . IT IS BY THE BOARD ORDERED that this hearing is continued to March 19 , 1985 at 2: 30 p .m. IT IS FURTHER ORDERED that staff is directed to review Supervisor Torlakson's concerns and comments and respond to the following: 1 . Consistency of the general plan in terms of a develop- ment plan permit . 2. General Plan and General Plan Text . If Board is to eventually find consistency with General Plan , the ambiguity con- cerning the consitency question in the staff report needs to be explained . The staff should develop the language suggested for general plan amendment if the general plan is to be changed for con- sistency. 3. Why was the General Plan changed in 1982? What addi- tional information has been provided to change staff' s opinion? u . Alves Lane is one of busier streets in West Pittsburg. This project , at whatever number of units , is not the main problem. Public Works is requested to review the question of on-street parking, whether the road should be widened , a signal put in, and whether it should be considered for a future road fee area. Public Works should respond in terms of circulation and design. Supervisor Torlakson commented that he is not opposed to condominiums , that he believes that the applicant is trying to pro- vide housing in an affordable price range and that high density pro- jects of today are going to be more and more condominum housing.
