HomeMy WebLinkAboutMINUTES - 03051985 - 1.2 (2) TO: BOARD OF SUPERVISORS Contra FROM: Phil Batchelor, County Administrator Costa DATE: County SUBJECT: Earthquake Preparedness Week April 15-20, 1985 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION That the Board approve the attached Resolution proclaiming April 15-20, 1985 as Earthquake Preparedness Week. BACKGROUND l California is situated in an area of increasing seismic activity. With increased population densities along the San Andreas and other active fault lines in the state, many concerns have been raised about the potential for severe loss of life and damage to property in the event of a major earthquake. To address this concern and to promote public awareness of, and preparation for a devastating earthquake, Governor Deukmejian has proclaimed the week of April 15-20 "Earthquake Preparedness Week." The State Office of Emergency Services has organized and is coordinating a statewide Earthquake Preparedness Campaign, (the first on a statewide scale) to encourage the public to take action to make their homes, workplaces, schools and neighborhoods damage resistant and earthquake prepared. Special media events and TV spots have been scheduled featuring Yogi the Bear, the "Be Prepared Spokes-Bear"; Yogi Bear Earthquake Pamphlets have been printed for distribution in elementary schools. Special packets have been targeted to disabled and other persons with special needs, and to mobile home residents. In Contra Costa County, the media have agreed to run special earthquake features in the newspaper during this week, and the American Red Cross and the County will be distributing earthquake safety checklists through the schools. There will be displays of emergency foodstuffs and equipment at the local Safeway and hardware stores. FINANCIAL IMPACT None CONSEQUENCES IF BOARD TARES NO ACTION If the Board takes no action, the opportunity will be missed to publicly endorse the idea of Earthquake Preparedness for county residents. Cities may be less likely to make their own proclamations of support, and there may be lessened media exposure to the statewide ca ign. Adopted this Order on March 5, 1985 , by the following vote: AYES: Supervisors Powers, Schroder, McPeak, Torlakson, Fanden NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 85/125 SUBJECT: EARTHQUAKE PREPAREDNESS WEEK APRIL 15-20, 1985 WHEREAS, California is experiencing a period of increased seismic activity which is likely to produce more earthquakes of damaging intensities in the future; and WHEREAS, our county is situated on four known faults and has experienced moderate to severe shaking in the past, and WHEREAS, this area is likely to continue to experience earthquakes of damaging intensities in the future; and WHEREAS, emergency preparedness measures taken by this community before, during, and after a damaging earthquake can reduce loss of life, damage to property, ease fears, and lessen confusion; and WHEREAS, with the assistance of the Governor's Office of Emergency Services, volunteer agencies, private businesses, and the federal government, the Contra Costa County Office of Emergency Services will prepare and disseminate materials to inform and educate Contra Costa County employees and residents about earthquake preparedness efforts during the week of April 15-20 and throughout the year: NOW THEREFORE BE IT RESOLVED that the week of April 15-20, 1985 is hereby proclaimed Earthquake Preparedness Week, and all residents are urged to obtain information on what to do before, during, and after an earthquake to reduce injuries, loss of life, and property damage; and BE IT FURTHER RESOLVED that County Departments are directed to assist the Office of Emergency Services in its efforts to educate County employees and residents during this special week and that each incorporated city in Contra Costa County is urged to join the County in proclaiming April 15-20, Earthquake Preparedness Week. 0232T 1 hereby certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisors on the date shown.
