SUBJECT: MASTER PLAN FOR PARKS AND RECREATION IN ALAMO, COUNTY SERVICE AREA R-7A;
Approval of Consulting Services Agreement (7758-4835; 0928-WH835B)
SPECIFIC REQUESTS(S) OR RECOMMENDATIONS b BACKGROUND AND JUSTIFICATION
I. Recommended Action:
A. Rescind the appointment of the Planning Collaborative, Inc. , San Francisco,
as Project Planner for the Master Plan for Parks and Recreation in Alamo,
Service Area R-7A. The appointment was made by an order dated January 22,
1985.
B. Approve and authorize the Public Works Director to execute on behalf of the
` County a Consulting Services Agreement with David L. Gates and Associates,
Danville, with a payment limit of $30,750.00, for preparation of a Master
Plan for Parks and Recreation in Alamo, Service Area R-7A. The agreement
specifies that the payment limit shall not be exceeded without prior written
approval of the Public Works Director. The effective date of the Agreement
is March 21, 1985.
II. Financial Impact: Service Area R-7A receives a yearly income from property
taxes. The Service Area has $295,860 in Capital Budget line item 7758-4755,
designated for "Park Development." Five thousand dollars was transferred to
Capital Budget Line Item 7758-4835, designated for "Alamo Park Master Plan," on
December 4, 1985. This transfer was a nominal amount to cover Architectural
Division's costs for administering the capital project. An additional $35,000
will be transferred to 7758-4835 by an internal appropriation adjustment on March
29 or April 9, 1985. The Public Works Department expects the appropriation
adjustment, together with the original $5,000 adjustment, to cover Architectural
Division and consultant costs through completion of the master plan project.

III. REASONS FOR RECOMMENDATIONS/BACKGROUND
A. By order dated January 22, 1985 , the board appointed The Planning
Collaborative, Inc. , San Francisco, as the Project Planner, subject to
negotiation of a satisfactory consulting services agreement. The
Architectural Division met with the Service Area Advisory Committee and
the Planning Collaborative to negotiate a scope of work and an appropriate
payment limit, but was not able to obtain a concensus. Consequently, The
Advisory committee and the Architectural Division approached David L. Gates
and Associates, 2440 Tassajara Lane, Danville, the firm ranked second for
this project by the County Architectural Selection Committee. The Advisory
Committee unanimously approved a scope of work and payment limit proposed by
David Gates and asked the Architectural Division to engage his firm for the
park and recreation master plan project.
B. The master plan resulting from this Consulting Services Agreement will
set forth goals and priorities which will guide the County and Service
Area R-7A in using and obtaining funds for parks and recreation in Alamo.
The Consultant will work with the Advisory Committee and participate in
public presentations to be sure the master plan reflects the needs and
desires of the Service Area.
