HomeMy WebLinkAboutMINUTES - 03261985 - T.5 %S THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on March 26, 1985 by the following vote: AYES: Supervisors Schroder, McPeak, Torlakson, and Fanden NOES: none ABSENT: Supervisor Powers ABSTAIN: none RESOLUTION NO. 85/150 SUBJECT: Upper Pine Creek Corps of Engineers Project, Concord - Walnut Creek Area. WHEREAS this Board, as the Governing Board of the Contra Costa County Flood Control and Water Conservation District, has reviewed the March 8, 1985 recommendation of the Flood Control Zone 3B Advisory Board and Resolution No. 85/22 of the Concord City Council; and WHEREAS the Deputy Chief Engineer has made a presentation on the alternatives for the Upper Pine Creek Project and has recommended a flood plain alternative in lieu of 1,000 feet of concrete rectangular channel ; and WHEREAS this Board has received oral and written testimony from concerned citizens; and WHEREAS this Board believes that the flood plain alternative and its extension downstream in lieu of 1,000 feet of concrete rectangular channel lining provides the best balance between environment and social impacts and project costs. NOW THEREFORE BE IT RESOLVED that this Board INDICATES its support for the Corps of Engineers' Upper Pine Creek Project and REQUESTS that the Corps of Engineers consider in its project planning-environmental review process the substitution of the extended flood plain for 1,000 feet of concrete rectangular channel lining, and any other viable alternatives provided by the adjacent residents' consultants. BE IT FURTHER RESOLVED that staff is DIRECTED to review the concerns expressed by the residents of the area, to prepare a report to this Board and to the Corps of Engineers addressing said concerns, to cooperate with the citizens upon request to explore any other alternative that might reduce the scope of improvements, and to commence the preparation of an Environmental Impact Report to evaluate all alternatives. Public Works, Flood Control Planning cc: County Administrator Public Works Director Flood Control Planning Corps of Engineers (via PW) bo:zone3bresol .t3 RESOLUTION NO. 85/150 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on March 26 , 1985 , by the following vote: AYES: Supervisors Schroder , McPeak, Torlakson and Fanden NOES: None ABSENT: Supervisor Powers ABSTAIN: None SUBJECT: Upper Pine Creek Corps of Engineers Project , Concord - Walnut Creek Area The Board on March 19, 1985 continued its consideration of the proposed Upper Pine Creek Flood Control Project to this date and requested the Public Works Flood Control staff to meet with the residents of the area to explore possible alternatives . Milton Kubiceck, Assistant Public Works Director, advised that he and his staff had met with the residents and had explored the alternatives and advised that some of the residents now favor a concrete channel , some favor the flood plain concept and some favor no flood control project at all . Board members commented generally on the need for flood control planning and observed that this was the last portion of the total Pine Creek Project . Chairman Fanden announced that consideration of this matter had been continued to this time and invited interested per- sons to comment . The following appeared and expressed their views with respect to the various alternatives: Cheryl Wong-Ng, 2975 Lane Drive , Concord Irene Quesnoy, 2970 Lane Drive, Concord Regina Seurson, 967 San Simeon Drive, Concord James Baity,- 1475 N . Broadway, #400, Walnut Creek, Attorney for Mr . & Mrs . Wheeler of 2875 Lane Drive Lawrence Ray, Ecologist with Urban Creeks Task Force No one else appeared to speak and the Chair declared the time for public comment closed. Board members discussed the matter in some detail and thereupon adopted Resolution No. 85/150 indicating its support for the Corps of Engineers Upper Pine Creek Project . In connection therewith, Supervisor McPeak commented that she was concerned that the residents indicated that they were going to hire an independent hydrologist at their own expense to provide another hydrological assessment , and suggested that perhaps if the Urban Creeks Task Force could work with the residents in the area to clean up the creek and remove accumulated debris , the County could use Flood Control District money to hire 'the hydrologist. Supervisor Fanden suggested also involving the Sheriff Department's work detail and possibly the Social Service Department's work fair to assist residents and the Task Force in the creek cleaning effort . Board members discussed the matter; and As recommended -by Supervisor McPeak, IT IS BY THE BOARD ORDERED that: 1 . The Urban Creeks Task Force is REQUESTED to work with the residents in the area to clean up the creek, and explore the possibility of involving the Sheriff' s Department's work detail people as well and the Social Service Department's work fair people . 2. The Public Works Director is AUTHORIZED to enter into a contract with a hydrologist selected from two or three nominees selected by the residents of the area , at a cost of no more than $2,500 from Flood Control Zone 3B funds , to provide another hydrological assessment . 1 hereby certify that this fs a tare and core ect copy of an action taken and entecvd on the minutes of the Board of SuMvlsars on the date shown.
