SUBJECT: Fire Protection Issues
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1. Direct the County Administrator's Office to conduct a
detailed study of each fire district designed to determine
the district's needs over the next five years, both capital
and operational needs, review the revenue-producing
alternatives for each district and recommend for each `
district the funding plan which is most appropriate for that
district. This study should include input from the Fire
Chiefs ' Association on the process which should be followed
to produce such a comprehensive master plan. In addition
the study must include adequate dialogue with the cities,
including those cities which operate their own fire
departments , to insure that their support for and
interaction with the independent and Board governed fire
protection districts are taken into account.
2. Direct the County Administrator' s Office, Director of
Planning and County Counsel to develop an amendment to the
County General Plan and associated implementing ordinances,
in close cooperation with the cities, which will require as
a condition of future development that adequate fire
protection facilities be assured.
3. Direct the County Administrator' s Office, Director of
Planning and County Counsel, in conjunction with the
proposed General Pian amendment, to work with the cities
with the view toward asking each city to adopt the fire
facilities element of the General Plan, specific timing for
such requests to take into account the pending General Plan
amendment.
4. Direct the County Administrator' s Office to set up a meeting
among the city councils of the cities of Antioch and
Pittsburg, the Board of Commissioners of the Riverview Fire
Protection District, the Board of Supervisors and staff,
tentatively on the evening of Monday, April 29 in Pittsburg,
prepare an agenda for that meeting, obtain the concurrence
of the mayors of Antioch and Pittsburg on the agenda and
then distribute the agenda to all parties who are invited to

the meeting. The agenda is generally to involve staff
presentations on a wide range of fire related issues in east
county and provide a forum for discussion of those issues
among all concerned parties. (This may be an adjourned
meeting of the Board of Supervisors if a majority of the
Board indicate an intent to be present at the meeting) .
BACKGROUND
The Internal Operations Committee has on referral a wide range of
issues involving the adequate provision of fire protection
services within the County. Our Committee met March 25 with
representatives from he Planning Department, County Counsel,
County Administrator' s Office, United Professional Firefighters
Local 1230 and several fire districts/departments including
Consolidated, Riverview, Rodeo, San Ramon and Pinole in an effort
to organize an approach to dealing with all of the fire-related
issued before the Committee.
The County Administrator' s Office recommended that an overall
study of fire needs be made which takes into account the specific
needs of each district over the next five years and the ability
of the district to raise sufficient revenue to cover those needs.
Such a study would result in a plan for each district which
addresses their capital and operational needs and which addresses
ways in which to fund those needs.
The need for close cooperation with the cities in the preparation
of these plans was noted particularly since much of the
development going on which places pressure on the ability of the
fire service is occurring within the cities. The possibility of
asking cities to rebate a portion of the property tax increment
now going to city redevelopment agencies was mentioned as well as
the possibility of leveraging funds as is being done in Walnut
Creek in cooperation with the city was mentioned.
Staff noted the need for a County General Plan amendment dealing
with the need to assure that adequate fire facilities are in
place as development occurs and the need for the cities to be
asked to adopt the fire facilities element of the County General
Plan. The need to ask the cities which operate their own fire
services to do a similar long-range study was noted in order to
insure that fire needs are met on a regional basis, particularly-.-
in West County. The need to involve the Mayors' Conference,
individual cities and fire commissions in each step of the
process was emphasized.
The above recommendations grew out of our discussions with staff
and representatives of the fire districts and local 1230.
Supervisor Torlakson indicated he had had preliminary discussions
with the Mayors of Antioch and Pittsburg about a meeting
specifically to deal with issues surrounding the fire service in
East County and requested the assistance of the County
Administrator's Office in setting the agenda for that meeting and
making necessary arrangements.
