SUBJECT: APPROVING AND AUTHORIZING SIGNING JTPA 8% SECG PROGRAM STATEWIDE RFPS FOR SUBMISSION
TO THE STATE OF CALIFORNIA DEPARTMENT OF EDUCATION
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Board Chairwoman to sign, on behalf of the County, the
ten (10) Requests for Proposals (RFPs) identified below for submission to the
State of California Department of Education which request direct funding to thest
specific Agencies, to provide Job Training Partnership Act (JTPA) 8% State
Education Coordination and Grants (SECG) programs in Contra Costa County, during
the period July 1, 1985 through June 30, 1986:

II. FINANCIAL IMPACT:
None. 100% federal funds being requested.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
8% of the JTPA funds allocated to states are to be used for State Education
Coordination and Grants programs. The California State Job Training
Corodianting Council, the body responsible for developing state JTPA
priorities, has determined that 30% of the 8% allocation shall be allocated
based on a statewide Request for Proposal process.
That process requires that the local PIC and chief elected official approve
and sign RFPs before their submission to the State Department of Education.
RFPs are due on April 1, 1985.
At its meeting on March 18, 1985, the Private Industry Council reviewed and
approved these RFPs, recommending submission to the Board for its approval and
signature.
The brief program descriptions above indicate that varied needs and diverse
groups will be served if these proposals receive JTPA 8% statewide funds.
