SUBJECT: Authorizing Execution of JTPA Title IIA Hard-to-Serve Project Contracts with Three (3) Contractors SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. Recommended Action: Authorize the Executive Director, Contra Costa County Private Industry Council to execute on behalf of the County, standard form JTPA Title IIA Contracts with the three (3) Contractors as specified below, for the term beginning March 1, 1985 and ending June 30, 1986, and subject to approval by County Counsel as to legal form: Maximum Contract Contractors Service Area Payment Limit 1. Las Trampas School, Inc. OJT, CRT, Job development $ 46,940 (419-1059-0) and placement for severely handicapped adults 2. Acalanes Union High School Pre-employment skills 50,198 District (419-1060-0) training for handicapped youths 3. Contra Costa County OJT, CRT, Job development 84,581 Superintendent of Schools and placement for single (Neighborhood Youth Corps) parents on AFDC (4419-1061-0) II. FINANCIAL IMPACT: None. 100 percent federal funds III. REASONS FOR RECOMMENDATION/BACKGROUND: By its Order dated January 15, 1985, the Board authorized contract negotiations with the above listed Contractors, for the term March 1, 1985 through June 30, 1986, with estimated Payment Limits not to exceed $47,.995, $50,198, and $88,094 respectively, to operate Projects under the County's Job Training Partnership Act (DTPA) Hard-to-Serve Project. Negotiations with these Contractors have been completed. The herein requested action will provide for contract services to approxi- mately 134 County residents. RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council to execute on behalf of the County, standard form Contract 419-7049-0 with Contra Costa Children's Council, for the term beginning February 15, 1985 and ending June 30, 1985, with a maximum payment limit of $30,000, to provide child care for children of County's Job Training Partnership Act (JTPA) participants, subject to approval by County Counsel as to legal form, and under terms and conditions as more particularly set forth in said Contract. II. FINANCIAL IMPACT: None. 100 percent federal funds III. REASONS FOR RECOMMENDATIONS/BACKGROUND: By its Order dated January 29, 1985, the Board authorized contract negotiations with Contra Costa Children's Council, as designated Child Care Development Agency, to provide child care services for County's JTPA participants for the period February 1, 1985 through June 30, 1985, with a maximum contract payment limit not to exceed $30,000. Due to the need to coordinate the proposed Contractor's child care program with the County's existing Private Industry Council (PIC) Regional Offices, and as a result of final negotiations, it was necessary to change the effective date of the Contract to February 15, 1985. Recommendation Authorize the Executive Director, Contra Costa County Private Industry Council to: (1) execute on behalf of the County, standard form Vocational Training Agreement 4861 with California Beauty College (a California Corporation),- 2879 Ygnacio Valley Road, Walnut Creek, CA., 94598 for the term beginning April 1, 1985 and ending June 30, 1985, to provide vocational training in certain occupational title(s) to individually referred JTPA participants, and at certain fixed fees as shall be specified in said agreement; and (2) execute additional standard form Amendment Agreements with California Beauty College as may be needed for periodic revisions, such as adding or deleting a training course, changing the training fees or to comply with changes in State or Federal regulations. II. Financial Impact: None. 100 percent federal funds III. Reasons For Recommendation/Background: Allocation of Job Training Partnership Act (JTPA) Title II-A funds for County's overall JTPA Vocational Training Program for federal fiscal year 1984-85 was approved by the Board onApril 10, 1984. The herein requested action will add an additional Training Institution to the existing list of Institutions (Contractors) approved by the Board by its action on June 26, 1984, and will allow the referral of JTPA-eligible participants for training in cosmotology and related occupations. RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council, to conduct contract negotiations with the Contra Costa County Superintendent of Schools to operate the County's Summer 1985 Summer Youth Employment and Training Program (SYETP) under Title IIB of the Job Training Partnership Act (DTPA) for eligible youth, for the period beginning April 1, 1985 and ending September 30, 1985, with a maximum payment limit not to exceed $1,181,389. II. FINANCIAL IMPACT: None. 100 percent federal funds III. REASONS FOR RECOMMENDATION/BACKGROUND: On December 11, 1984 the Board authorized submission of Modification #6 to Contra Costa County's two-year Job Training Plan (County 119-8026-7), which included SYETP activities to be carried out through June 30, 1985. The Private Industry Council of Contra Costa County has approved selection of the Contra Costa County Superintendent of Schools to operate said program during the summer of 1985. This program will provide work experience to approximatley 1,100 youths aged 14-21, and will offer classroom training, On-the-Job Training, basic skills instruction and job development and placement services.
