Contra Costa DATE: March 20, 1985 County SUBJECT: RELIEF OF SHORTAGE IN SHERIFF'S INMATE CASH FUND SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Authorize a relief of shortage in the account of the Sheriff's Inmate Cash Fund in the amount of $2,018.29, as recommended by the County Auditor-Controller. FINANCIAL IMPACT: The relief of shortage is an expense against the County general fund. REASONS FOR RECOMMENDATION/BACKGROUND: The County Auditor-Controller has examined the records of the Sheriff's Inmate Cash Fund. As of October 15, 1984, the cash shortage in that fund was $2,018.29. As indicated in the Auditor's report, this shortage was probably due_ to a number of factors, including: 1. errors and omissions in recording cash transactions (posting receipts for wrong amounts or to the wrong account) 2. errors in making payouts (duplicate or other payouts in excess of amount due) 3. inmates released before authorized withdrawals are posted to inmates' accounts 4. down time of computer The Auditor-Controller is recommending that the Sheriff improve his accounting and record- keeping and is recommending to your Board that the shortage be relieved. The Sheriff has indicated that pursuant to the findings and recommendations of the Auditor's report, necessary accounting controls and safeguards will be strengthened. Furthermore, the District Attorney has reviewed the matter and is also recommending relief.
