SUBJECT: Approval of Contract Extension Agreement 426-010-16 with
United Council of Spanish Speaking Organizations, Inc.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chairwoman to execute on behalf of the County a contract
extension agreement with United Council of Spanish Speaking Organizations, Inc. for
non-emergency patient transportation for the term April 1, 1985 - April 30, 1985,
with a payment limit increase of $21,717.
II. FINANCIAL IMPACT:
This service is provided with County funding in the current Enterprise Fund I
budget and is charged to Cost Center 6540. This one-month extension agreement
increases the 10-month contract payment limit from $195,453 to a new total payment
limit of $217,170.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On September 18, 1984 the Board approved Contract 426-010-15 with United Council of
Spanish Speaking Organizations, Inc. which included an automatic extension through
March 31, 1985. The purpose of this one-month extension agreement is to maintain
non-emergency patient transportation services pending further review of continuing
the existing service. Department budget constraints may preclude renewal of this
contract.
Non-emergency transportation service has been provided for County-designated
patients by United Council of Spanish Speaking Organizations, Inc. under a contract
with the County since August 16, 1973. This service was implemented and continues
because of the limited availability of public transportation in this County.
The service includes pickup and delivery of patients between their homes and the
County Hospital and Clinics as well as between all the Health Services Department
facilities. In addition to transportation of patients, the minibus can deliver, at
a reasonable cost, prescriptions and/or equipment to patients who are homebound,
thereby alleviating the need for the County to utilize a more expensive alter-
native, or for patients to come to the Hospital personally only to pick-up minor
medical equipment or prescription refills.
This document has been approved by the Department's Contracts and Grants
Administrator in accordance with the guidelines approved by the Board's Order of
December 1, 1981 (Guidelines for contract preparation and processing, Health
Services Department).
