SUBJECT: Approval of Novation Contract with Center for Human Development
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chairwoman to execute on behalf of the County novation
contract #24-711-17 with Center for Human Development in the amount of $146,312 for
the period July 1, 1984 - June 30, 1985, and $68,906 for the automatic extension
period from June 30, 1985 - December 31, 1985 for provision of drug and alcohol
abuse prevention and community mental health services.
II. FINANCIAL IMPACT:
This full-term Contract Payment Limit (7/1/84 - 6/30/85) is fully funded in the
Alcohol/Drug Abuse/Mental Health Division General Fund Budget for FY 84-85 (Cost
Centers 5915, 5942, and 5956), as follows:
Federal Drug Abuse Jobs Bill Funding $ 8,500
County Funding for 84-85 COLA (8/21/84 Board Order) 6,509
State Short-Doyle Mental Health Funding 39,391
State Drug Abuse Program Funding 39,391
Federal Alcohol Program Funding 43,768
County Matching Funds 8,753
TOTAL (Payment Limit) $146,312
III. REASONS FOR RECOMMENDATION/BACKGROUND:
This Contract provides important community services to prevent alcohol and drug
abuse and to promote mental health, including efforts to reduce the incidence of
fetal alcohol syndrome, to educate the parents of preschool children about the
dangers of substance abuse, to reduce alcohol and drug abuse among elementary and
high school students, and to organize and educate community groups about the
problems of substance abuse and mental illness.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Failure to approve this contract will result in the termination of the existing
contract on its present expiration date of 3/31/85. There would likely be no
short-term adverse consequences, other than a reduction in community understanding,
awareness, and involvement in the problems of substance abuse and mental illness;
however, over the next decade, there would, arguably, be a greater incidence of
substance abuse and mental illness among the citizens of Contra Costa County.
