Spooner, Contracts Administrator 0 DATE: March 14, 1985 County SUBJECT: Approval of Contract #24--332 with Crestwood Hospitals, Inc. SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairwoman to execute on behalf of the County contract #24-332 with Crestwood Hospitals, Inc. in the amount of $97.100 for the period March 26, 1985 - June 30, 1985 (with an automatic six-month extension from June 30, 1985 - December 31, 1985) for the provision of intensive day treatment for mentally disturbed persons in need of skilled nursing facility care (also known as the 20-bed "L Facility Patch" which was approved by the Board on December 1984). II. FINANCIAL IMPACT: This program will be funded by County money which is budgeted in the Department's Cost Center Number 5942, Object Code 2861, as allocated by the Board on December 18, 1984. III. REASONS FOR RECOMMENDATION: This contract will provide twenty treatment slots for chronic mentally ill clients who would otherwise require care at Napa State Hospital. Due to physical plant costs and the implication of program size, it is not cost effective to provide this service as a county-operated program. IV. BACKGROUND: This contract provides for an intensive day treatment service to augment the ser- vices normally available at a Crestwood Corporation locked psychiatric Skilled Nursing Facility. With this augmentation of care, the facility will be able to successfully treat clients who currently require care at Napa State Hospital. The care at Napa is far more expensive and is now in excess of the utilization allowed to us by the State. V. CONSEQUENCES OF NEGATIVE ACTION: If this contract is not approved, chronic mentally ill clients will require special care within the County or will be sent to Napa State Hospital, exacerbating the over-utilization for which the County is already facing major funding penalties from the State.
