SUBJECT: Contract for Community Access Cable Programs
Specific Request(s) or Recommendation(s) & Bac groun ustica on
RECOMMENDED ACTION:
Approve and authorize the Public Works Director to execute on behalf of the County a
contract with the Center for Human Development in the amount of $2500 for the period of
March 26, 1985 - March 19, 1986 for the production of community access cable programs.
FINANCIAL IMPACT:
Funds are from the Public Works Trust Fund Account No. 831000; no assigned budgetary unit.
These trust fund monies can only be used for the support of community access in Contra
Costa County.
Production costs for the "Community Health Connection" cablecast would be shared between
Contra Costa County and the Center; $2500 County Community Access Funds and approximately
$1800 Center funds. Other sources of funding were not available to the Center for this
project. The State Foundation for Community Service Cable Television was not able to fund
the Center for technical reasons; however, the Foundation has strongly endorsed the project
and has commended the Center for the excellence of its past productions.
REASONS FOR RECOMMENDATION/BACKGROUND:
In 1983 the Board of Supervisors established the Community Access Fund to support and
strengthen community access cable television programming in Contra Costa County. Under
that program, the Video Alliance recently developed the Video Directory of cable resources
throughout the County. As the next step in the Board's effort, this contract supports the
production of six cablecast programs to a County contract agency.
The Center for Human Development is a County contract agency responsible for programs that
improve health in the family and community and build self esteem and self care skills. In
support of its existing County contracts, the Center has already successfully produced
and aired six cablecast programs under the title "The Community Health Connection." The
Center would now like to produce an additional six programs.
Both the Video Alliance and the Internal Operations Committee have been appraised of this
contract and voiced no concerns. In addition, each cablecast shall acknowledge County
support of the program.
County Counsel has reviewed and approved the contract as to form.
