Buck, County Probation Officer Contra Costa DATE: March 11, 1985 County SUBJECT: Creation of 20/40 Probation Assistant Position SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Create one 20/40 Probation Assistant position, effective April 1, 1985. FINANCIAL IMPACT: Savings of $860.00 this fiscal year. No impact thereafter. (Difference in three months salary costs between Deputy Probation Officer III and Probation Assistant.) REASONS FOR RECOMMENDATIONJBACKGROUND: The Probation Department provides staff (one .75 Deputy Probation Officer and two Probation Assistants) for the District Attorney's Misdemeanor Diversion Program (monthly statistical report attached) . Costs are funded by an AB 90 allocation to the District Attorney who transfers to a labor provided account in Probation. The Deputy Probation Officer in the program starts a 90 day maternity leave of absence April 1, 1985. She expects to return part-time for July and return to .75 time again in August. One Probation Assistant (June Dansby) has requested a reduction to 20140 time effective August 1, 1985. Creation of the subject 20/40 position will allow appointment of a person April 1, 1985 who will fill in for the Deputy Probation Officer for three to four months, then allow a job-sharing split with Ms. Dansby effective August 1, 1985. We have a Probation Department employee who wishes to transfer to this position. CONSEQUENCES OF NEGATIVE ACTION: If this action is not approved, we would appoint a limited term Deputy Probation Officer for a three to four month period. The training-orientation to this program would take most of that time, therefore being unproductive to the diversion effort. We would subsequently recruit a 20/40 Probation Assistant and have the same training orientation lag time. The alternate of not replacing the Deputy Probation Officer and/or the 20./40 Probation Assistant would reduce the District Attorney's ability to divert misdemeanants, thus adding to the workload for District Attorney, Public Defender and Municipal Courts.
