RESOLUTION NO. 85/ 188 OF THE GENERAL ASSISTANCE ) WORKFARE PROGRAM. ) The Contra Costa County Board of Supervisors RESOLVES that: Pursuant to California Welfare and Institutions Code, Sections 17000 et seq. , Resolution No. 79/88 and Resolution No. 79/446 and subsequent amendments thereto, the Contra Costa County Board of Supervisors has adopted Resolution 83/1008, which establishes standards of aid and care for the indigent and dependent poor of the County (General Assistance). Resolution 84/73 set forth standards for Workfare for General Assistance recipients. This resolution supersedes Resolution 84/73. Workfare (also known as "work-relief") is a programmatic approach to the main- tenance and development of the employability of persons once they have been granted General Assistance, providing to such recipients an ongoing involve- ment in work projects. Participation in Workfare is a constructive work experience which supports positive work habits and attitudes in participants, and encourages a sense of purpose and the development of self-confidence, and self-awareness of their own employability and self-worth. In accordance with California Welfare and Instutions Code, Sections 17200 and 17201, and Resolution No. 83/1008, the Contra Costa County Board of Supervisors hereby ADOPTS the following standards of work-relief for the indi- gent and dependent poor of the County (General Assistance Workfare), effective March 1, 1985. These standards establish the authority for and shall govern the General Assistance Workfare Program in Contra Costa County. I. Determination of Workfare Participation Participation in the Workfare Program shall be determined in accordance with the following: A. An employable General Assistance recipient, unless exempted from participation, must participate in the Workfare Program, when there is an assignment available, as a condition of relief. The Social Service Director is authorized to provide for exemptions based on illness or personal limitations or unavailability of suitable assignments or unavailability of recipient. B. Participants determined by the Social Service Department to be qual- ified for a project assignment shall be assigned to Workfare posi- tions available upon the determination of continued eligibility at the completion of the application process, or upon the annual redetermination of eligibility for individual aid recipients, or upon the periodic review of the employability status of individual aid recipients. C. Persons may be assigned to Workfare up to a maximum of forty (40) hours per month of required participation. RESOLUTION NO. 85/ 188 (1 of 3) . D. Participants must be informed, upon initial assignment to Workfare, of the days and hours of participation required. E. A11 Workfare Program participants assigned to the same project for their shall workfare assignment shall be assigned the same number of hours of work per month. II. A General Assistance Workfare participant must meet all of the following criteria: A. Must be eligible, under the General Assistance Program, to ongoing cash aid. B. Must be currently employable. C. Must be entitled to a monthly grant which is not less than $134 for a forty (40) hour per month Workfare project, or a lesser amount which is determined to be the proportionate amount for a specific project requiring fewer than forty (40) hours of participation per month. D. Must sign a cooperation agreement regarding participation in Workfare as a condition of relief. III. Noncooperation Agreement to participate in Workfare is a condition of receipt of cash aid under the General Assistance Program (i.e. , an eligibility require- ment) . Employable recipients who are assigned to the Workfare Program and who fail or refuse to participate, or otherwise cooperate, without a good and sufficient reason, are subject to discontinuance of cash aid and imposition of a period of ineligibility in accordance with Part V. of Resolution No. 83/1008. IV. Additional Provisions A. The Social Service Department shall administer all aspects of the Workfare Program. B. The operating agency or agencies for Workfare shall be designated by the Social Service Department. 1. The agency or agencies so assigned shall be responsible for establishing, operating and monitoring Workfare sites. 2. Workfare slots shall be located only in public or private,;"non- profit agencies. C. The Workfare Program shall operate with supervised work crews. 1. Work crews shall be limited to a maximum size of nine partici- pants each. 2. Working conditions related to the actual work performed (such as breaks, lunch periods, and personal safety equipment) shall be determined for program participants by the operating agency for Workfare. D. Participation in the Workfare Program shall start with training in the use of task-related materials, tools, and techniques (including safety techniques) insofar as it is deemed necessary by the operat- ing agency in conjunction with the Social Service Department. E. Program participants shall be responsible for arranging their own transportation to the designated Workfare assembly point. F. In addition to the basic need assistance provided to aid recipients under the General Assistance Program, a special allowance for trans- portation to the Workfare assembly point may be provided to partici- pants under the Workfare Program in such amounts as may be approved 'in writing by the Social Service Director or his designees. RESOLUTION NO. 85/ 188 (2 of 3) 1. Transportation allowance payments may be made to participants for each month of participation, on a month-to-month basis, in advance. 2. Transportation allowances may be paid out of a petty cash account of the Social Service Department Revolving Fund. G. Persons who successfully participate in the Workfare process may be issued Certificates of Completion. V. Social Service.Department Manual A. Subject to the provisions contained herein, the General Assistance Workfare Standards and Policies of the Contra Costa County Board of Supervisors are expressed in the Social Service Department Manual of Policies and Procedures. B. The County Welfare Director is empowered to adopt procedures and policies for the operation of the General Assistance Workfare Program which are consistent with and within the scope of this reso- lution, and to -publish same in the Social Service Department Manual of Policies and Procedures. VI. Hearings Workfare participants are entitled to adequate and timely notice, and to hearings and appeals as provided in the Social Service Department Manual and in Resolution Nos. 74/365 and 75/28.
