Existing public hospital districts would provide the basic design for a countywide hospital district aimed at maxi- mizing available resources for the care of public patients to ensure the proper treatment of all disorders , including emergency room and trauma treatment as well as non-emergency cases . Supervisor Powers referred to the under-utilization of hospital beds as a result of improvements in medical technology that provides for many surgical procedures being performed routinely on an outpatient basis . He urged the Board to take the leadership role to discuss this proposal . Mark Finucane , Director , Health Services Department , also commented on the advantages of a countywide hospital district . Patients requiring hospitalization or treatment could be served within the geographical area of their residence . He noted that perhaps the greatest benefit of a countywide hospital district would be the ability to coordinate all publicly-sponsored health care in the County and to promote a cooperative approach to health planning in Contra Costa County. Board members discussed the proposal and were in agreement that health care needs and options should be explored . They expressed a desire to hold a workshop on :this matter . IT IS BY THE BOARD ORDERED that April 9, 1985 at 1 : 00 P .M. is FIXED for a workshop to discuss and explore health care needs and options . IT IS FURTHER ORDERED that the County Administrator and Health Services Director are REQUESTED to invite representatives from Congressman Miller' s office , Senator Cranston's office , district hospitals and the Contra Costa Health Coalition to the workshop . i cc: County Administrator Ihereby certify that this Isatrue and correct copyof Health Services Director an action taken and entered on the minutes of tihe Board of Supervisors on the date shown.
