Finucane, Health Services Director Contra Costa March 8, 1985 1Court/ DATE: Application for enrollment .of State of California employees SUBJECT: through the Public Employees' Retirement System SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Authorize the Chairwoman of the Board of Supervisors to send a letter to the Board of Administrators of the Public Employees' Retirement System (PERS) sup- porting the inclusion of the Contra Costa Health Plan in the PERS health benefits options, and authorize the Chairwoman to request the State Senator and Assemblymen representing Contra Costa County to communicate their support to the PERS Board as well . II . FINANCIAL IMPACT: Would depend on rates and level of enrollment and utilization. III . REASONS FOR RECOMMENDATION/BACKGROUND: The Board of Supervisors on August 23, 1983, authorized the Executive Director of the Contra Costa Health Plan to proceed with the Marketing Plan which included plans to enroll groups of public employees. Subsequently, an application on behalf of the Contra Costa Health Plan to enroll State of California employees and retirees who live in Contra Costa County has been made to the California Public Employees' Retirement System. A review of this application by the PERS Board of Administration is scheduled for March 19, 1985. County staff have been informed that, due to the large number of HMO's already being offered to State employees and their relatively small enrollment rate, the PERS staff has recommended against offering the Contra Costa Health Plan at this time. The PERS staff has also indicated that their recommen- dations are often overturned by the PERS Board of Administrators if support for the offering is received from persons representing the potential members. Since the Contra Costa Health Plan is the Nation's only Federally qualified, publicly owned and operated health maintenance organization, and since the PERS Board of Administration has not previously received an application from a public HMO, statements in support of The Plan's participation in the PERS health benefits program should be received from the public representatives in the County. IV. CONSEQUENCES OF NEGATIVE ACTION: The PERS Board of Administration, without evidence of support from Contra Costa County public officials for the offering of the Contra Costa Health Plan, will likely follow the PERS staff recommendation and turn down ourapplication. This will deny The Plan's access to 4,000 State employees and re frees who live in Contra Costa County.
