BACKGROUND INFORMATION: I am attaching for background information the letter from the Contra Costa Resource Conservation District requesting a meeting to review the potential of developing a cooperative effort with the county in the handling of erosion problems created by wind energy projects. Sam is a co- operator of the District and is a diligent practicing conservationist. On September 25, 1984, technicians from the cooperating Soil Conservation Service inspected roads and windmill pads on the Stewart Ranch i'n the presence of Sam Stewart (reference the attached October 2, 1984 letter directed to Mr. Anthony Dehaesus by Luana Kiger, Soil Conservationist of USDA-SCS). Since this time, Mr. Stewart has appealed to us on several occasions for continued assistance for correcting and/or stabilizing soils that were disturbed during the process of in- stalling windmills. Although Sam had copies of CONDITIONS OF APPROVAL for Windmaster, Inc. to develop the project, apparently there was nothing done to abate or diminish soil erosion at the time. We are aware of the actions taken by the Board of Supervisors that placed a mora- torium on windmill installation work until appropriate guidelines and/or require- ments are adopted for controlling the erosion from areas disturbed by construction activities. The CCRCD Board discussed this matter at considerable length during their February 19, 1985 meeting. Although the letter of October 2, 1984 did not prompt a response, we respectfully request a meeting with you, other members of the Board and the appropriate staff to examine the potential of cooperating in a similar manner as that currently in effect in Alameda County on electricity generating windmills. Through our memorandum of understanding with the SCS, we do have a level of tech- nical expertise available for on-s.ite assistance.
