The response should explain why the project was delayed and the role both Caltrans and the county had in that process. BACKGROUND INFORMATION: Attached is a copy of a column by Roberta Fuss and a Letter to the Editor from John Fritz expressing concerns about the delays in the Highwy 4 widening project from Bixler to Borden Junction.
