Specific Requests or Recommendations & Background & Justification
RECOMMENDATION
1. The Chairwoman be authorized to sign a letter to the County Legislative Delegation
requesting cooperation to .introduces a bill to implement the recommendations of the
Emergency Delta Task Force for a comprehensive Delta levee restoration and maintenance
program. Letters should also be sent to Boards of Supervisors of other Delta counties
requesting their cooperation.
2. The Planning Department be directed! to involve the Fish and Wildlife Study Committee
in a review capacity for the proposed County General Plan update.

3. The Chairwoman be authorized to sign a letter requesting direction from Congressman
George Miller on how the County may become involved in congressional action about the
Coordinated Operations Agreement and other matters concerning the Federal Central
Valley Project. The Chairwoman be also authorized to sign a letter to the Department
of Water Resources and the Bureau !of Reclamation expressing concerns of the Contra
Costa County Water Agency about thelinadequacy of the proposed Coordinated Operations
Agreement.
BACKGROUND
During the last legislative session, several bills were introduced to implement the findings
of the Emergency Delta Task Force concerning a comprehensive restoration and maintenance
program for Delta levees. For various reasons, none of the bills have been approved by the
Legislature and there currently exists no master plan for rehabilitating Delta levees. It
is appropriate for Contra Costa County to initiate efforts to develop a comprehensive Delta
levee protection program. A first step could be putting into law the findings of the
Emergency Delta Task Force and having legislators and other Delta counties encourage
implementation of a comprehensive Delta levee program.
The Fish and Wildlife Study Committee has been studying the fish and wildlife habitat areas
of the County. These habitat areas should be preserved and enhanced in order to protect
fish and wildlife resources in the County. One way to provide for this protection may be
to identify sensitive areas during the County planning process. The County is presently
planning to update its General Plan. It is appropriate for the Fish and Wildlife Study
Committee to review proposed changes to' the County General Plan to insure that fish and
wildlife concerns are addressed within the Plan.

The Coordinated Operations Agreement between the State Water Project and the Federal
Central Valley Project is nearing completion. The Agreement does not address all the
issues of concern of Contra Costa County. In particular, the Agreement does not require
the Central Valley Project to meet expected future changes in Bay and Delta water quality
standards. It is appropriate for the Board to send a letter to David Housten, Regional
Director, Bureau of Reclamation, and David Kennedy, Director, Department of Water Resources,
expressing the County' s concern over 'the negotiations for the Coordinated Operations
Agreement. It is also appropriate for th;e County to ask direction from Congressman George
Miller who chairs the Congressional Subcommittee which would be acting on the Coordinated
Operations Agreement.
