HomeMy WebLinkAboutMINUTES - 03121985 - T.5 i THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on March 12, 1985 , by the following vote: AYES: Supervisors Powers , McPeak , Torlakson and Fanden NOES: None ABSENT: Supervisor Schroder ABSTAIN: None SUBJECT: Oak Road General Plan Amendment , Pleasant Hill BARTD Station area This being the time for hearing on the recommendation of the County Planning Commission with respect to the proposed amend- ment to the Land Use and Recreation Elements of the County General Plan for 35 acres between Oak Road and the abandoned Southern Pacific Railroad right-of-way, Walden Road and the Contra Costa Canal in the Walnut Creek area , said amendment being from Single Family Residental Medium Density and Multiple Family Residental Medium Density to Single Family Residential Low Density, Multiple Family Residential Medium Density, Multiple Family Residental High Density and Parks and Recreation; James Cutler , . Chief of Comprehensive Planning, advised that the review was directed in response to a request by the City of Walnut Creek for a joint study in the area. Mr . Cutler further advised that an initial environmental study was prepared which indicated that no significant environmental impacts would result from the proposed amendment , whereby a Negative Declaration of Environmental Significance was issued . Chairman Fanden commented that the area in question lies within Supervisor Schroder' s District , and noted that he was absent this day, attending a Metropolitan Transportation meeting in Washington , D .C . on behalf of the County. Supervisor Torlakson suggested that , in the absence of Supervisor Schroder , the Board proceed with the hearing, make the tape recording of the meeting available to Supervisor Schroder for his review, and continue the hearing to a date when Supervisor Schroder will be present . Mr . Culter described the area and the proposed amendments . Chairman Fanden read a letter from Jerry H . Swanson , Chief of Planning, 'City of Walnut Creek , stating that the Walnut Creek Planning Commission has studied the proposal and supports it as now written and that the City of 'Walnut Creek concurs with the Oak Road General Plan Amendment as presented to the Board and asks that any substantial changes to the proposal , including land use and density, not be approved until the City has an opportunity to analyze and respond to said changes . The Chair declared the hearing opened and the following persons appeared and requested that if the area in question is to be rezoned, the entire area be rezoned for the highest possible density: Barbara !Carleton , 22 Kingston Place , Walnut Creek Royce A: McCalley, 39 Kingston Place , Walnut Creek Lorna C . , McCalley, 39 Kingston Place , Walnut Creek Denise McGrath , 1310 Walden Road , Walnut Creek James E. Smith , 8 Kingston Place , Walnut Creek Susan Castle , 71 Annette Court , Walnut Creek I The Chair then read comments from the following who favored high density for Kingston Place and Annette Court at a later date or when a developer Jnd plan is found: Marilyn J!. Knowles , 21 Annette Court , Walnut Creek Louise Branscom , 61 Annette Court , Walnut Creek Emil Kardinal , 31 Kingston Place , Walnut Creek Juanita Kardinal , 31 Kingston Place , Walnut Creek Marilyn Blount , 32 Kingston Place , Walnut Creek June H . Queen , 24 Kingston Place , Walnut Creek The Chair indicated that the following wished to speak when Supervisor Schroder was present: T . Roy Liedstrand , 1314 Walden Road , Walnut Creek Phil Carleton, 23 Kingston Place , Walnut Creek David Goldin , 3687 Mt . Diablo Boulevard , Lafayette , representing the Desco Group Ray Hosking, Rt . #4 , Box 470A , Chico , California Jackie Miller , 4360 D Eagle Peak Road , Concord George M. Thomas , 2620 Oak Road , Walnut Creek Supervisor Powers requested staff to explore and prepare a proposal on the various densities for the entire area , and the prospects for development that can occur to best address the con- cerns of the citizens , and to notify the City of Walnut Creek that those issues will be considered by this Board . Supervisor McPeak suggested that staff prepare an analysis of the advantages of rezoning at this time , to formulate the type of conditions that would protect the integrity of the residents now and the type of conditions that would be considered for the General Plan Amendment so that the Board can consider rezoning all of the area to multiple family residential high density, that the Board declare its intent to not delay decision on this matter any longer than the next hearing, and to notify the City of Walnut Creek. Supervisor Powers also suggested that Public Works address the concerns with respect to parking problems in the area . Board members having concurred , IT IS SO ORDERED .
