Direct the County Administrator to recommend to the Board on March 26th the actions needed to accomplish the following: A. Amend the salary ordinance to add the class of Transportation Planning Manager; B. Fix the salary of the Transportation Planning Manager at the same level as that of Deputy Public Works Director ($3760-4571 ) per month; C. Add one position of Transportation Planning Manager. 2. Direct the County Administrator and Personnel Director to report to the Internal Operations Committee on steps which should be taken to recruit a Transportation Planning Manager and a timetable for doing so which will permit the new Director of the Community Development Department to make the final selection of a Transportation Planning Manager. 3. Direct the County Administrator to hire on a contract basis an individual to perform the essential function in the transportation planning area pending recruitment of a Transportation Planning Manager and report to the Internal Operations Committee a proposed work program for said consultant. BACKGROUND: On February 5, 1985, the Board directed the County Administrator to establish job specifications for a new position of Transportation Planning Manager:.to serve .as a division head within a newly created Community Development Department and return to the Internal Operations Committee with his recommendations on February 11 , 1985. Our Committee met with the Personnel Director and staff from the County Administrator's Office on February 11 , 1985. Our Committee reviewed the proposed specifications for a position titled Transportation Planning Manager. We were generally pleased with the specification, but wanted more time to study the position and the proposed salary. We met again with staff from the Personnel Department and County Administrator' s Office on February 25. We decided that to recruit the best possible candidate for the position, and in light of the individual 's responsibilities as a division head in the Community Development Department, the salary should be at the same level as the existing salary for Deputy Public Works Director. We agreed with the broad, generic specifications for the class which permit someone with either a planning or engineering background to qualify for the position. In order to accomplish these tasks, we believe that a consultant needs to be retained on an interim basis, and that the County Administrator should proceed to recruit such an individual and to recommend to our Committee a specific work program for which the Board should contract with this individual . This isiparticularly important since we believe that a Transportation Planning Manager should not be hired on a permanent basis until the new Director of the Community Development, Department is on board.
